The Program Specialist VII provides senior-level consultative services and technical assistance to the Deputy Associate Commissioner of Program Operations (DACPO) and to the Associate Commissioner of Program Operations (ACPO); including managing and overseeing special projects and assignments; evaluates program operations and makes recommendations to develop and implement program process improvements and/or develop plans for implementing new initiatives. Oversees and prepares objective reports, formulates strategic solutions to problems, and advises the DACPO & ACPO accordingly. Assures division budgets are aligned with goals and objectives. Develops, oversees, and monitors the Program Operations business plan; serves as the liaison and advisor to Program Operations leadership, providing consultative services and technical assistance; oversees the development of division policies, procedures, and guidelines, related to Department of State Health Services (DSHS) activities. Represents the DACPO & ACPO with executive and senior-level groups at meetings and on committees, taskforce and interagency workgroups as requested. This position facilitates continuous improvement and identification of opportunities for program ads service delivery benchmarks. Works under minimal direction of the DACPO with extensive latitude for the use of initiative and independent judgement.
(40%) Provides senior-level and consultative services and technical assistance to the DACPO & ACPO. Manages and oversee special projects and assignments from the ACPO related to division program operations; evaluates program operations and makes recommendations to develop and implement program process improvements designed to determine trends, resolve operational problems, gain greater program efficiencies, and identify and manage risks. Establishes short-term, mid-term, and long-term, goals and objectives, policies, procedures, and standards for the division. Oversees and prepares objective reports, formulates strategic solutions to problems and advises the DACPO & ACPO accordingly. Develops, oversees, and monitors the ACPO business plan, setting priorities, tracking progress, and implementing appropriate modifications/adjustments as needed to ensure success. Coordinates schedule, agenda, and action items from regular and called meetings for the purpose of reviewing and making policy-level, evidence-based recommendations to the DACPO & ACPO and the ACPO leadership on the issues pertinent to building and supporting public health capacity.
(20%) Provides guidance and support for the sections within the division on policy, planning, and operations of the agency; oversees the development of policies, procedures and guideline related to DSHS activities; oversees the monitoring of programs' compliance with policies. Oversees and coordinates communication with agency personnel to strategically plan for and address issues. Works with program staff and key stakeholders to develop recommendations and proposals for implementing initiatives. Prepares written material for the DACPO & ACPO, including presentations. Assures division budgets are aligned with goals and objectives, and manages the budget for the ACPO Division office.
(25%) Serves as a member/advisor to the ACPO leadership team. Facilitates alignment and coordination of Division functions toward strategic goals and objectives, develops priorities and standards for achieving goals, and directs evaluation activities. Oversees and coordinates communication with DSHS, the Health and Human Services Commission (HHSC), and external stakeholders. Represents the DACPO & ACPO with executive and senior-level groups at meetings and on committees, task forces, and interagency workgroups as needed. Acts as ACPO legislative liaison.
(15%) Develops work plans, resource plans, risk assessment/mitigation plans, and communication plans. Ensures the full project management life cycle process, leading project planning, documentation, and status reporting within ACPO and on cross-agency project teams. May respond to requests related to the legislative and appropriations process. Actively participates and/or serves in a supporting role to meet the agency's obligations for disaster responses and/or recovery or Continuity of Operations Plan (COOP) activation. Such a participation may require an alternate shift pattern assignment and/or location.
Knowledge of program and policy planning, development, implementation, and evaluation; agency and HHS business-related policies and financial processes; healthcare system in Texas, including the programs and resources of DSHS and HHS; Texas legislative and appropriations processes.
Skill in facilitation, negotiation, conflict resolution, and team building; effective customer service practice and providing technical assistance to a variety of stakeholders; developing and implementing strategic plans, procedures and reports; organizing and prioritizing workload and meeting deadlines for simultaneous tasks.
Ability to communicate effectively verbally and in writing; work effectively with managers, co-workers, federal, state, and local officials and their staff, industry, and the public; interact effectively and professionally with individuals from diverse cultural, socioeconomic, education, racial, ethnic, and professional backgrounds; exercise independent judgement, set priorities, meet deadlines, and adapt to shifting technical and political developments; manage projects effectively and produce quality work within short deadlines; gather, assemble, correlate, and analyze facts; devise and implement solutions to problems; develop and evaluate policies and procedures; develops concise reports.

1. Graduation from high school or equivalent. Graduation from an accredited four-year college or university.

Applicants must have the ability and willingness to work core business hours, Monday through Friday from 8:00 AM – 5:00 PM, with flexibility for overtime during peak workloads and during legislative session.
This position’s ability to telework with be determined by agency and division telework policies. This position may be able to telework on a part-time basis, but will be required to come into the office, as directed, to fulfill essential job functions.
