We are seeking a qualified Senior Business and Acquisition Analyst to support the Defense Health Agency (DHA), Deputy Assistant Director for Information Operations (DAD IO/J-6), Portfolio and Resource Management Division (PRMD) in Falls Church, Virginia.

The duties and skills of the Senior Business and Acquisition Analyst position include but not limited to:
Acquisition Planning and Requirements Development Support (pre-solicitation/solicitation support)
o Draft Requests for Proposals (RFP), Requests For Quotes (RFQ), and Requests for Information (RFI)
o Provide recommendations of provisions and clauses
o Provide recommendations regarding contract type
o Provide base contract vehicle when recommending ordering from another contract
o Develop documentation for “fair opportunity” orders against various contract vehicles, i.e., U.S. General Services Administration (GSA), Blanket Purchase Agreements (BPAs), Indefinite Delivery/Indefinite Quantity (ID/IQ)
o Develop documentation for full and open competition
o Cost estimates
o Draft source selection plans and evaluation workbooks
o Draft evaluation criteria
o Draft instruction to Offerors
o Assist in the preparation and development of Justifications and Approvals (J&A), delivery schedules, Security Requirements (DD254’s Exhibit 6) and funding requirements.

The duties and skills of the Senior Business and Acquisition Analyst position include but not limited to:
- Acquisition and Financial Support Services- The Contractor shall support PRMD in acquisition management and financial processes that ensure repeatable processes, identify opportunities for improvement and provide a structured approach throughout PRMD from planning through operations. These processes encompass all entities involved in PRMD.
- Baseline Acquisitions Support -The initial period of performance shall include, but is not limited to, coordinating the development and assisting with processing approximately 400 contract/option/modifications awarded against existing contract vehicles over the course of the contract. The Contractor will provide a Weekly Acquisition Requirements Report (Deliverable 11) to Government Lead of current workload actions.
- The Contractor shall develop materiel acquisition packages for hardware and software actions, in addition to high priority program management support contracts for both IT and non-IT related non-personal service. Each period of performance (PoP) may include high priority contract actions that require short turn around development.
- Acquisitions Regulatory Support- The Contractor shall provide acquisition planning and subject matter expertise support sufficient to identify, understand, analyze, articulate, and ensure compliance with acquisition (especially information technology) contracting regulations, guidelines, policies, processes and procedures. The Contractor shall be capable of providing subject matter expertise to PRMD regarding relevant Federal and DoD contract management and administration guidance, including FAR, Defense Federal Acquisition Regulation Supplement (DFARS), and other governing policies, processes, and procedures.
- The Contractor shall keep PRMD Government Acquisition Program Manager and Contracting Officer’s Representative (COR) apprised of all applicable changes and updates and shall provide impact assessments and recommendations.
Acquisition Planning and Requirements Development Support (pre-solicitation/solicitation support)
- Assist and provide expertise in all phases of the acquisition life cycle, starting with the requirements development phase. Working with Government and other Contractor staff, the Contractor shall provide acquisition advice and assist in the development of associated supporting documentation.
- Assist in requirements development and planning meetings providing cogent rationale for recommendations. This includes participation in IPTs, Working Integrated Project Teams (WIPTs), work groups, etc. as required.
- Participate in monthly In-Progress Reviews (IPR), Integrated Baseline Reviews (IBR), and Program Management Reviews (PMRs). This includes presenting at the quarterly IPR.
- Preparation of acquisition documents/ packages as required in support of DoD Business Capability Lifecycle (BCL).
- Responsible for assisting in preparation and development of various acquisition packages and documents to include: a) Acquisition Strategy, Acquisition approach, economic analysis, Clinger Cohen Act Compliance, Component Acquisition Executive compliance, independent cost estimates, and market research
- Business Case Analysis, Analysis of Alternative, Requirements Specification Documentation
- Assisting in the drafting of complex Request for Information, Statement of Objectives, and/or PWS
- Draft special clauses and provisions to address unique program situations
