We are currently seeking a highly analytical, Senior Compensation & Classification Consultant to be responsible for compensation program modeling, analysis, pricing, and reporting. This position will also provide consultative guidance to state agencies; leadership and development to the other classification /compensation team members in classification and/or compensation-related processes, programs, and policies. In addition, the position will be responsible for managing several complex and dynamic jobs and job families of the classification system.

This position will also play a major role in the maintenance of the Statewide Compensation System. This includes leading enterprise-scale projects to research, analyze, evaluate, and recommend compensation program process improvements, quality controls, and reporting audits. This work also requires leading statewide projects to conduct compensation/classification studies to develop and/or update classification concepts, develop career paths, participate in salary and pay practice surveys, analyze labor market data, and identify trends within a wide variety of job/job families. Work also requires consultation and technical assistance regarding organizational design, education and experience patterns, and internal equity issues. This includes working with OSHR team members to develop, train, and monitor pay administration policies and practices.

The Total Rewards Division is comprised of two sections, Classification & Compensation and Pay & Leave Administration. The Division is responsible for the administration of classification, compensation, pay, and leave administration-related programs and policies for North Carolina state government. This includes the development, communication, administration, and training of modern strategies and efficient tools which enable agencies and universities to competitively attract, retain and motivate talented staff.

The Office of State Human Resources (OSHR) serves as the "Center of Human Resources Expertise" for the State of North Carolina through an integrated, professional Human Resources Team that is collaborative, strategic, and customer-focused, and supports state government efforts to attract, retain, develop, and motivate a high-performing, diverse workforce.

Knowledge, Skills and Abilities / Competencies

  • Working knowledge in the design and management of a comprehensive compensation system; including pay structures, market trends, market analysis, best compensation practices, and modeling.
  • Strong analytical skills with the ability to synthesize data and propose recommendations.
  • Advanced Excel skills.
  • Thorough technical proficiencies in modeling and analyzing tools functionality to support leadership and the Total Rewards Team.
  • Working knowledge of job evaluation systems and HR policies and procedures related to classification, compensation, salary administration, and position management.
  • Demonstrated knowledge of FLSA and other related federal laws impacting classification and compensation.
  • Demonstrated ability to communicate effectively when facilitating meetings, developing, and presenting technical information, and identifying, designing, and presenting training to groups of HR professionals.
  • Ability to analyze and interpret HR laws, regulations, policies, and practices.
  • Ability and demonstrated skill in establishing and maintaining effective working relationships and working proactively and collaboratively with customers, HR business partners, and OSHR Salary Administration to provide timely information and meet expectations while maintaining confidentiality.
  • Strong skills in problem-solving and analytical thinking.
  • Ability to work independently with minimal instruction.
Management prefers candidates with:
  • Related HR experience in governmental operations.
  • Certified Compensation Professional (CCP) preferred.

Classification/Grade: State Human Consultant III / NC 20
Recruitment Range: $64,270 - $85,000

Minimum Education and Experience Requirements

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and 5 years of experience required; or High school or General Educational Development (GED) diploma and 8 years of progressive experience in Human Resources; or equivalent combination of education and experience.
