ICMA's Global Development and Engagement Team is seeking a dynamic professional to fulfill the role of Senior Program Manager, Global Market Development.
The ideal candidate will be part of the Global Development and Engagement (GDE) team and assist in establishing and growing business and professional relationships in global markets for ICMA professional development products and services.
The position reports to the Managing Director, Global Development and Engagement.
The position and salary offered will be based on the candidate's experience.
What You'll Do:
- Support development and implementation of the ICMA Global Engagement Strategy roadmap
- Manage design, delivery and performance assessments of ICMA professional development programs and recognition products for local government professionals around the world
- Plan and execute new market segment development for ICMA's professional development products and services, to include market research, determination of customer behavior, value proposition message development and promotion
- Manage relationships, collaboration, and communication with ICMA members, international professional associations, educational institutions, and other stakeholders
- Identify new partnerships and secure strategic investments to deliver quality products and services and grow ICMA's network
- Design and promote initiatives that support global networking and exchanges of best practices and innovation
- Partner and collaborate with ICMA staff, governance, customers, members and partners to ensure coordination and connection to broader global market development efforts
- Work directly with ICMA staff across different organizational teams to ensure coordination and connection to broader global market development and global engagement efforts
- Oversee development of ICMA's International Digest newsletter and other content for global audiences
- Manage various projects, including scope, schedule, resources, and budget
- Promote a culture of excellence, inclusion, learning, support, diversity, and innovation
What You Need To Be Successful In This Role:
- Bachelor's Degree in public policy, public administration, political science, business administration, international relations, or related discipline (Master's Degree Preferred)
- Eight or more years of international work experience leading cross-functional projects with multiple stakeholders. Work with or related to subnational governments preferred.
- PMP and/or applicable professional certification highly desired
- Knowledge of one or more foreign languages a plus.
Knowledge, Skills, and Abilities (KSAs):
- Advanced writing and communication skills
- Demonstrated understanding of local government functions
- Strong presentation skills coupled with the ability to articulate complex concepts to different audiences
- Significant customer-facing experience
- Demonstrated ability to develop and implement marketing and business plans across geographies
- Ability to rapidly gain/build trust and confidence of internal and external stakeholders
- Ability to develop and sustain relationships
- Experience with explaining/promoting to different markets and business lines
- Ability to use analytics to solve a problem, tell a story, or to define a business strategy
- Ability to use data, persuasion, influence, and networking to drive favorable outcomes, both internally and with potential partners
- Demonstrated ability to develop KPIs and effectively measure results
- Proven ability to orchestrate activities and problem solve across multiple stakeholder teams, leading others in delivery of a solution
- Ability to work with multiple cultures and commitment to diversity, equity and inclusion
- Knowledge of and proficiency in project management software/tools, Microsoft Office Suite, intranet, and virtual communication platforms

This position is based out of ICMA's headquarters, located in Washington, D.C. At this time, all ICMA staff are working remotely. The selected individual must be able to work the core business hours from 8:30 am to 5:00 pm EST. Travel domestically and internationally may be required.
