Middle River Aerostructure Systems is a world-leading manufacturer of thrust reversers (the braking system on a jet engine), engine nacelle components and specialized aerostructures. It supplies and supports these products for engine makers, airplane manufacturers and aircraft operators. Located on Maryland’s Chesapeake Bay near Baltimore, MRAS has a 1.7-million sq. ft. facility situated on 180 acres – where the company and its predecessors have designed, built and equipped civil and military aircraft for over 90 years. Summary

The Sourcing Compliance Manager will be responsible for ensuring procurements of Aerospace Goods and Services are in compliance with all Company Policies and Procedures and/or Federal Acquisition Regulation (FAR) requirements. This individual will be responsible for coordinating across the entire Sourcing team and other departments to ensure these objectives are met.

The essential responsibilities of a Sourcing Compliance Manager are the following:

• Maintain working knowledge of Company Policies and Procedures, FAR/DFAR regulations, and provide guidance to department professionals in support of procurement actions in these matters.
• Support efforts to prepare the Procurement operating teams for corporate / government conducted Contractor Purchasing System Review (CPSR) and other internal and external audits.
• Maintain, audit, evaluate, and update policies and procedures as required to ensure compliance with the appropriate statutes and regulations and that regulatory reporting requirements are met.
• Support small business program, property, estimating, accounting system reviews as well as AS9100, DCMA, DCAA and other external audits.
• Review Purchase Order and Subcontract file documentation as well as ERP system order accuracy.
• Review single and sole source justifications, prepare cost support analyses, commercial item determinations, and other documents for compliance with company policies and legal direction.
• Support new business initiatives and opportunities with cross-functional groups.
• Provide recommendations to staff on procurement documentation adequacy.
• Investigate and resolve compliance problems, questions, and/or complaints.
• Provide recommendations for tools and processes to increase employee awareness, efficiency, and understanding of compliance policies.
• Review and action supplier related workflows entered internally for processing.
• Perform other duties as necessary.

• BS/BA Degree from an accredited college or university with 5 or more years related experience. 15 plus years aerospace industry related experience may substitute for a degree.

Desired Characteristics

• Possess strong government contracting skills along with knowledge of FAR and FAR Supplements.
• Ability to work with minimal supervision.
• Proficiency with MS Office, specifically Excel, and must be able to work in a multi-task, fast-paced environment.
• Analytical and problem-solving abilities.
• Excellent communication skills.
• Prior CPSR support experience preferred.
• Change management skills preferred.
• Subcontract Administration or Subcontract Management Experience preferred.
• Collaboration and negotiation skills.
