AmeriHealth Caritas is seeking an experienced Sourcing Manager (Clinical) to join a growing integrated healthcare organization. This role will report into the Corporate Sourcing Office, and under the direction of the Director, Sourcing (Clinical). The Sourcing Manager (Clinical) will be responsible for managing all aspects of the strategic sourcing lifecycle, including developing category sourcing and negotiation strategies for the acquisition of complex goods and services, reducing costs, and achieving organizational objectives. This role will utilize subject matter expertise to support clinical stakeholders in achieving value across categories that span medical consulting, and subcontracted member care services (e.g ., dental, vision, radiology, laboratory, non-emergency medical transportation (‘NEMT’), etc.). The Sourcing Manager (Clinical) will advise the business on strategic sourcing and contracting decisions in solving the organization’s most difficult sourcing challenges.

Essential Duties

· Leverage your knowledge and experience to facilitate negotiations with suppliers and subcontractors on pricing and contractual terms and conditions, including clearly defined service/goods specifications, performance measurement practices and shortfall remedies, as well as ensuring contracts are executed within AmeriHealth Caritas standards and compliance/regulatory requirements.

· Facilitate the negotiation of forms of agreements, including Master Services Agreements, Statement of Works, Consulting Agreement, Data Use Agreements, Business Use Agreements and others as required by engagement.

· Partner and engage with cross-functional teams including but not limited to Supplier Risk and Relationship Management, Legal, Corporate Compliance, as well as various business owners and lines of business for successful execution of supplier and subcontractor engagements including sourcing, risk assessment, contracting, on-boarding, and on-going supplier management.

· Recommend, develop, and lead strategic sourcing initiates including RFx engagements, which drive value in the form of savings and optimal service level delivery, while evaluating the market of respective Clinical categories and taxonomies as assigned.

· Provide category management oversight and recommendations, including the interpretation of market trends, conditions, and intelligence in the form of a 3–5-year strategic category plan for assigned Clinical category taxonomies.

· Develop and maintain a sourcing and contracting pipeline of recommended initiatives, including

sourcing and contracting strategies that drive value in consideration of projected business needs and market conditions.

· Provide end to end sourcing and procurement functional support including utilization of sourcing request and procure to pay systems.

· Recommend and champion process improvements and opportunities for efficiencies to drive best in class sourcing and procurement practices.

Qualifications

· A minimum of 5 years of experience in strategic sourcing, consulting, supplier management, and/or procurement with a record of increased responsibility and/or work complexity within a best practice environment.

· Bachelor's degree in a related field. Advanced degree a plus.

· Deep understanding and experience with Clinical sourcing in complex environments, including supplier management, category spend analysis, supplier rationalization programs, and bid management, as well as familiarity with applicable laws, procurement concepts, best practices, trends and issues.

· The ability to engage cross-functional teams and build category management plans that maximize value and mitigate risks while ensuring stakeholders’ requirements are met.

· Energetic, self-starter, able to manage multiple projects and succeed within a dynamic environment.

· Flexible and adaptable in handling/implementing change and understands how that change will impact internal business partners and suppliers.

· Ability to work effectively with all levels of management and other colleagues, and demonstrate initiative, mature judgment, superior customer service orientation, and the ability to anticipate the needs of the organization.

· Adaptable, with ability to navigate an organization and overcome ambiguity to achieve results.

· Strong interpersonal, communication, and advanced negotiation skills.

· Excellent prioritization, analytic and project management skills ensuring timelines and committed deliverables are realized.

· Proficiency in Zycus, Ivanti, PeopleSoft and/or procure to pay tools is a preferred.

Experience in healthcare supplier/provider landscape is preferred.
