Duties
This position serves as the Deputy (Assistant Chief), Engineering Service with responsibility for the professional Engineering programs such as Maintenance and Repair, Utility Plant Operations, Energy Management and Conservation Program, Safety, Fire Prevention, Emergency Preparedness, Green Environmental Management, Vehicle Fleet, Grounds, Capital Planning, and Construction Project Management section at a multi-faceted and affiliated VA Medical Center, including outlying Community Based Outpatient Clinics. Duties include;
- Serves as a technical advisor in all or almost all significant management planning, policy, and decision-making actions of the Medical Center except those of a primarily medical nature.
- Involved with long and short-range planning, establishing policy, and budgeting for the Medical Center, as well as for all Engineering Service programs.
- Oversees human resources management matters for the services, including development and implementation of succession and workforce plans.
- Ensures internal personnel-related programs are dealt with in a timely and efficient manner.
- Delegates to each section supervisor the authority and responsibility to carry out assigned tasks.
- Follows progress of each and recommends improvement to be made where warranted; ensures labor/management relations aremaintained in accordance with Medical Center policy; and procedures and that other requirements; such as effective use of performance standards, EEO policies, and other personnel-related rules and regulations are effectively enforced.
- Identifies risks associated with highly sophisticated utility systems and the general physical environment.
- Manage a comprehensive medical equipment management program which includes management support in developing policy, procedures, and resource allocations
- The Assistant Chief Engineer may consult with medical school officials to assure that state-of-the-art equipment and facilities are provided, maintained, and modified to meet changing needs characterized by a medical teaching environment.
- Provides for the budgeting and financial management for Engineering Service. This includes budget formulation, justification, and execution; financial management; and financial reporting.
- Research and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Engineering Service. Provides expert analysis and advice on complex to solve program issues.
- Coordinates and oversees scheduling and layout of operations, inspection and surveillance of materials, methods, and equipment used inconstruction and renovation managed by subordinate engineers and engineering technicians.
- Develops technical data regarding materials, sizes, dimensions, quantities, and costs to be incorporated in formal specifications.
- Ensures construction is conducted in accordance with established specifications including but not limited to VA Construction and Facilities Management (CFM) Standards, American Institute of Architects (AIA), Facility Guidelines Institute (FGI), American Society of Heating Refrigeration and Air-Conditioning Engineers (ASHRAE) standards, US Pharmacopeia (USP) 797/800 Standards.

Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The Assistant Chief Engineer must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.

Qualifications
- Citizenship. Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. ยง 7407(a).
- Education.
- Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR
- Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR
- Evidence of current professional registration or licensure as a Professional Engineer or Architect.Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.
Supervisory Healthcare Engineer, GS-13 Requirements
- Experience: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
- Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment.
- Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering.
- Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards.
- Skill in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures.
- Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets.
- Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms.
- Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs:
- Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility.
- Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level.
- Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions.
- Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers.
- Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations.
- Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management.
- Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions.
