The selected candidate will be a member of the General Law Division.
WHAT YOU WILL DO
The General Law Division serves as legal counsel to agency staff on issues anywhere from contracts to employment law, from public information requests to public notices. You would use your skills and experience as an Contracts Staff Attorney to:
- Perform professional legal work related to contracts, grants, and other procurement matters in the Contracts, Employment Law, & Ethics Section of the General Law Division.
- Review and draft contracts, grants, and other procurement documents. Provide sound legal advice and opinions on procurements and grants throughout the contract lifecycle (i.e., development, management, and closeout) in accordance with state and federal law and regulations.
- Represent the Executive Director in procurement-related negotiations and disputes, including protests and contract-related claims. Participates in litigation regarding breach of contract, including developing claims and coordinating with the Office of the Attorney General.
- Participate in assigned projects such as training and presentations; developing policies, rules, procedures, templates, and forms; and tracking, reviewing, analyzing, and implementing legislation.
- Mentor attorneys with less experience.
Qualifications - External
MINIMUM QUALIFICATIONS
Admission to the State Bar of Texas plus five years of full-time experience in the practice of law, or three years of full-time experience practicing legal work related to contracts, grants, and other procurement matters.
Career Ladder Progression
One year six months of full-time experience as an Attorney II for the TCEQ.
PREFERRED QUALIFICATIONS
- Advanced course work in administrative, commercial, litigation, and/or transactional/contracts law (official law school transcript required).
- Experience with relevant state and federal law and regulations regarding procurements and grants.

CURRENT TCEQ EMPLOYEES
This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Attorney I, II, III, IIIB state classification. The selected candidate must meet the minimum qualifications of the corresponding job in Attorney III series.
