The VP of Operations will lead the implementation of operational strategies and objectives across multiple revenue generating services and departments. Manage operational efficiency. Consistently challenge each aspect of the operational processes to improve margin. Work closely with clinical and finance to improve operations and gross margins. Provide strategic leadership and administrative oversight for Cove's information systems, health information management, quality improvement, risk management, contracts, laboratory, corporate compliance, data analysis, marketing, and AmeriCorps grant as well as the relationship with Tampa Family Health Centers. Provide administrative services in an effective and efficient manner to support the operational running and strategic aims of Cove. To create higher return on investments, optimization of work flows, increase the company's revenues, and improve relationships with funders/strategic business partners/new business opportunities. Research, analyze, validate and document effectiveness of existing operational business processes and develop strategies for meeting company goals and objectives.

- Perform analysis of business operations to improve the functioning, efficiency and effectiveness of the organization including funding utilization, trends, productivity, funder scorecards, workflows, and staffing.
- Work with the CEO and Chief Clinical Officer to analyze and develop case rates, alternative funding proposals/analysis, rate negotiations, return on investment, and viability/sustainability of funding and create and submit reports as required on these areas.
- Develop key personnel/staffing, funding proposals, budgets, and annual performance reporting for current grants and new grant proposals.
- Operationalize in conjunction with the Executive Management Team Cove's strategic growth plans, operational imperatives, financial planning and budgets, and behavioral health business activities.
- Actively participate in the audits of Cove's performance including being the Point of Contact for Single Audit, CFBHN Fiscal Report/Rate Review, Subcontractor Monitoring, and key participant for all other funder/compliance/quality audits.
- Plan, design, develop, and deliver organizational-wide programs and services that implement Cove's strategic goals and provide leadership for evaluating and improving quality in all aspects of the organization's programs and services.
- Coordinate efforts to manage and improve service line activities along key performance metrics including volume growth, patient satisfaction, access, quality measures, service line profitability, and employee and physician engagement.
- Collaborate with leaders to ensure programmatic growth targets are achieved.
- Ensure effective integration and efficient operations across Cove administrative services in support of Cove's mission.
- Take responsibility for the effectiveness and efficiency of administrative services to ensure that key performance objectives are met.
- Promote a culture of innovation, flexibility, and quality in all aspects of administrative services.
- Promote and support the development of partnerships and integration between the service lines and administrative services.
- Participates in health and safety activities including assisting the Facilities Manager with DOT logs, Annual DOT Operating Report, and Safety Inspections/Drills.
- Serve as a member of the Executive Management Team.
- Represent Cove at external/community meetings.
- Attend monthly/quarterly funder meetings as assigned.
- Serve as the Privacy Officer for Cove.
- Manage operations staffing, supervision, scheduling, development, evaluation, and performance.
- Collaborate in planning, design, development, testing, and implementing new technology or enhancement to existing technology.
- Establish, enhance, and monitor performance reporting systems.
- Perform other related duties necessary to accomplish the objectives of Cove and/or assigned by the CEO.
Education and Experience:
- Master's degree with minimum of 5 years of experience in a similar role (required).
- Must be able to pass background and drug screen prior to start date.
Supervisory Responsibilities:
- Directly supervises the IT Director, QI Manager, Contracts Manager, Laboratory Director, Laboratory Supervisor, Laboratory Coordinator, Records Custodian, Social Media Specialist, and Community Outreach Specialist as well as oversees the relationship with Tampa Family Health Centers.
- Carries out supervisory responsibility in accordance with Cove's policies and any applicable laws. Responsibilities include planning, assigning, and directing work; appraising performance; rewarding and disciplining teammates; addressing complaints, and resolving problems.
Knowledge, Skills & Abilities:
- Ability to read, analyze and interpret professional journals, clinical records and databases evidence to support clinical activities. Ability to respond to inquiries and serves as a consultant to clinical program staff in improving delivery of services to patients. Ability to present ideas both verbally and written to multiple audiences including top management, public groups, and/or others in the community. Ability to define problems collects data, establish facts and make recommendations to improve services. Ability to follow directions and establish priorities within the work setting. Able to synthesize information and analyze material in applications within the behavioral health discipline in accordance with program needs and plans. Computer literacy and competence required in Microsoft Office software programs as well as a working knowledge of database analysis.
