Position Description

Two (2) permanent-exempt, full-time (40 hrs/wk), full-year (260 days/yr) positions.

Exempt employees are considered “at will” and serve at the discretion of the appointing officer.

Under supervision, the Communications Dispatcher I performs a variety of specialized duties in connection with communications dispatch functions.

NOTE : Dispatchers are required to work flexible shifts, rotating shifts, weekends,and holidays.
The department currently operates two shifts: Day shift and swing shift. Shifts are 5 days/8 hours per day or 4 days/10 hours per day; 7 days a week.

Job Duties

The essential duties include:
1. Receive emergency and non-emergency calls for service within the jurisdictional boundaries of the District; determine nature, location and priority of call and dispatch units accordingly. 2. Respond to public inquiries in a courteous manner 3. Operate a variety of communications equipment including policehandheld and base station radios, emergency blue phones, courtesy phones, landline telephones, DOJ / DMV / CLETS terminals, teletypes, cellular phone, and copy/fax machine, etc. 4. Relay criminal information to units in the field. 5. Dispatch officers to calls for service. 6. Relay needed information to supervisory personnel and officers. 7. Read maps and give directions. 8. Receive requests for service from the public, and relay information to officers. 9. Keep logs, records/files, parking permit information, and other related clerical duties as needed. 10. Monitor alarm/ surveillance equipment as necessary. 11. Report alarm activations to the supervisor on duty. 12. Record essential information and facts received by radio and telephone. 13. Coordinate emergency communications and services with other City and County Agencies. 14. Making requests for ambulances, fire, tow trucks, and other City/County resources etc. 15. Verifying/evaluating messages received to determine if information is accurate and follow s up to ensure proper receipt and understanding. 16. Process, contact owners, and release found property. 17. Contact police employees when necessary, via telephone or in person to assist in scheduling.
18. Send emergency information utilizing email, social media, and Emergency Notification Systems ( ENS ). 19. Attend in-house training and off campus training as required. 20. Performing other assignments as needed.

Minimum Qualifications

Any combination of training and experience that could likely provide the required knowledge, skills and abilities may be qualifying. A typical way to obtain this would be:

1. One year of verifiable experience operating a two-way radio communications base station, receiving, recording and transmitting messages from one source to another; OR

2. Combined total of one year of verifiable experience operating a multi-line telephone, and a two-way radio communications base system. Six months of this experience must have been operating a two-way radio base station.

NOTE : Work experience with the District as a College Work Study ( CWS ) student or Lab Aide (3591 classification) will not be considered or applied as qualifying experience

Desirable Qualifications
1. P.O.S.T Public Safety Dispatcher Basic 120-hour course certificate.
2. Completion of 60 units of college credits preferably in the Administration of Justice field.
3. Two years of verifiable work experience.
4. One year of law enforcement experience.
5. Specialized training in law enforcement, security or related field.
6. Experience in working within an educational setting preferably in community colleges.
7. Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, linguistic, ethnic backgrounds and disabilities of community college students, faculty, and staff.
8. Ability to communicate clearly and concisely, both orally and in writing.
9. Ability to establish and maintain effective working relationships with those contacted in the course of work.
10. Reliable, responsible, dependable and a good team player.
11. Ability to participate in meetings, workshops, events and other college functions as needed and to be able to represent the department.
12. Effective interpersonal skills to effectively deal with a diverse population of students, staff and the general public.
13. Good organizational skills.
14. Willingness to work extended hours or start early when required.
15. Ability to work and perform job duties effectively under pressure.
16. Ability to pay close attention to detail to ensure consistent accuracy and prioritize workload with frequent interruptions.
17. Understanding of regulations related to handling of confidential student information.

Benefits
New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund ( RHCTF )

Additional Days off with Pay: As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only ( STO ) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school-term only ( STO ) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

Selection Procedure/Conditions of Employment
1. Oral Examination: Candidates will be interviewed to evaluate their interpersonal effectiveness, oral communication and information processing abilities. The oral interview will be rated by department committee, who will make recommendations as to which candidates should proceed in the selection process.

2. POST Background investigation: Candidates must complete and pass an employment, character and background investigation to determine fitness for employment as a Dispatcher. A comprehensive personal history statement must be completed, and all statements by the candidates are subject to verification. Candidates will be required to pass a polygraph test, psychological exam and a drug test. Applicants who are untruthful during their background investigation will be disqualified.

3. Driving History. A review of judicial and driving records will be conducted, Applicants must possess a valid driver’s license at the time of appointment, and have a current history of careful and responsible motor vehicle operation. Prior negligent operator probation, license suspension, drunk reckless, or hit and run driving, or multiple moving violations may be cause for disqualification, regardless of where they occurred. At the time of application or thereafter, any type of vehicle-related probation, or driving without a valid license, or driving without insurance will be disqualified.

4. Medical Examination: Prior to appointment, candidates must be determined by a licensed physician to be free from any physical condition that would adversely affect the ability to perform the duties of a Dispatcher. Candidates must pass a medical examination by a designated City physician and must meet minimum standards for hearing, color vision, visual acuity and other prescribed physical standards. The applicant’s ability to perform the essential functions of the position as construed upon the medical evaluation may be a cause for rejection.
