The AD, Local Vendor Manager, promotes and enables a successful and efficient collaboration between Boehringer Ingelheim Pharmaceuticals Inc. (BIPI) Clinical Development & Operations (CD&O) department and Strategic CRO Partner and vendors.
This role ensures relationships with Strategic CRO Partner and/or vendors are running smoothly and efficiently. The incumbent supports BIPI’s vendor management strategy in alignment with BIPI’s CD&O Targeted Operating Model (TOM), local and global business strategies and initiatives across various types of clinical outsourcing engagements (e.g., FSP, Staff Augmentation, Full Service CRO, and Ancillary Services).
As an individual contributor within the BIPI CD&O Vendor Management function, the incumbent will be instrumental in administering the appropriate level of governance and oversight to monitor external provider performance, delivery, and relationship health of assigned vendors & categories
Duties & Responsibilities:
  • Supports the integration of Strategic CRO Partner and vendors to enhance the success of new and existing collaborations.
  • In collaboration with BIPI CD&O stakeholders ensures Strategic CRO Partner and vendors are providing an acceptable level of service, on time, within budget, and of the highest quality.
  • Leads operational vendor governance with Strategic CRO Partner, and vendors supporting BIPI’s clinical trial execution.
  • Leads operational governance meetings on behalf of BIPI’s CD&O function including agenda development, minutes, follow-up on action items.
  • Ensures appropriate documentation is developed and maintained.
  • Monitors operational metrics and KPIs for Strategic CRO Partner and vendors.
  • Ensures issues are triaged and escalated per the established process in conjunction with CD&O stakeholders.
  • Provides recommendations to mitigate against poor performance.
  • Works with Strategic CRO Partner, Vendors, and BIPI cross functional teams to develop the appropriate corrective and preventive actions allowing for the appropriate execution and delivery of clinical trials on time.
  • Addresses vendor issue resolution for assigned vendors/categories in accordance established processes.
  • Manages issue escalation and resolution process for assigned vendors for associated trials, and or functional area(s).
  • Addresses non-compliant aggregate spend/ Sunshine Act reporting activities within scope vendors.
  • Leads new vendor identification, evaluation, and due diligence assessments in conjunction with cross functional partners and enabling functions (e.g., Sourcing, Quality Management).
  • Liaises with the Global Vendor Management, Global and Local Sourcing personnel for activities related to the implementation of vendor engagement for assigned vendors and/or categories (e.g., FSP, FSP, Staff Augmentation, Full Service CRO, and Ancillary Services).
  • Ensures qualification & contracting activities are completed in accordance with established processes and procedures.
  • Facilitates vendor capability meetings with new potential vendors.
  • Coordinates Request for Information/Request for Proposal events in conjunction with BI Sourcing (Local and Global).
  • Leads the development of business cases for new vendors that require stakeholder approval/funding.
  • Coordinates and facilitates the scope of work development process in conjunction with cross functional stakeholders.
  • Liaises with Sourcing (Local and Global) to ensure scope of work, project delivery schedule, key deliverables are properly outlined in contractual documents (e.g., Statements of Work, Change Orders).
  • Ensures Master Service Agreements are structured appropriately to reflect BIPI’s CD&O’s business requirements.
  • Monitors external market drivers and identify potential risks that could result in an interruption of service.
  • In conjunction with enabling functions (e.g., Sourcing, Legal) ensures business continuity strategies are developed and in place based on market conditions or for high-risk vendors/categories.
  • Ensures appropriate oversight plans are developed, maintained, updated and accessible per local and global processes and procedures.
  • Supports Quality Management during internal and regulatory audits and inspections.
  • Provides evidence that risk mitigation efforts and oversight contributed to business continuity.
  • Supports BIPI CD&O Head of Vendor Management with local and global initiatives focusing on the development of tools, processes, and instructions aimed at continuously enhancing performance and service delivery at a OPU level.
  • Embraces innovative technologies.

Requirements:
  • Bachelor’s Degree required; Masters preferred.
  • Major focus: Science or Business.
  • Seven (7) or more years’ experience in clinical research setting or similar industry with a preferred focus on vendor management and/or clinical outsourcing practices.
  • Experience: Clinical Operations relevant experience within pharmaceutical industry and/or CRO.
