The Chief of Facilities Engineering and Construction Services (Engineering Supervisor II) position is responsible for managing design and construction services and the Capital Improvement Projects (CIP) program for DHHS. Specific responsibilities include, but are not limited to, the following:
- Supervising direct reports consisting of a Senior Mechanical Engineer, a Senior Electrical Engineer, and an Engineering Specialist.
- Working with departmental stakeholders to set expectations and to develop project scope of work, budget, and schedule including timelines for design, bidding, and construction.
- Creating, tracking, and documenting projects and adjusting budgets utilizing in-house and State databases and procedures.
- Providing project management for outsourced and in house design and construction services including working with designers, contractors, customers, and other State agencies as required to ensure projects are delivered meeting established scope of work, on schedule, within budget, and meeting customer expectations, quality standards, applicable building code requirements, and State procedures and requirements.
- Providing engineering consulting services.
- Performing site visits as needed and working with facility representatives to assess existing conditions, identify repair and renovation and new capital project needs, and to develop a project description, scope of work, and an OC-25 cost estimate for each project.
- Working with facility contacts to prioritize CIP needs for each site and to develop and maintain an overall prioritized departmental CIP needs list.
- Developing and submitting annual DHHS CIP needs funding request to the NC Office of State Budget and Management (OSBM) in accordance with their requirements and schedule.
- Ensuring that provided funding is utilized responsibly by completing projects in a timely manner and by working with State agencies to establish projects, obtain approval for budget adjustments, and to process invoices and pay applications in an accurate and timely manner and in accordance with State procedures and requirements.
About the Division of Property and Construction:
The primary purpose of the Division of Property and Construction is to ensure that the facility needs of DHHS are met statewide. DHHS has 18,000 patients, residents, and employees; 19 State owned facility complexes totaling 7,500,000 sf of building space; and 157 leased properties totaling 3,600,000 sf of building space. The Division has 143 employees consisting of licensed professional engineers and architects, property managers, business services coordinators, licensed construction trades workers, grounds workers, and housekeepers. Property and Construction manages the capital improvement program for DHHS which includes providing programming, cost estimates, budget
requests, project management, architectural and engineering design, bidding, and construction administration services, and tracking and prioritizing property needs statewide.

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

- Thorough knowledge of professional engineering theory, techniques, practices and procedures
- Knowledge of local, state, and federal rules/regulations governing the area of work.
- Considerable knowledge of applicable information technology, and the impact of work with other systems and programs.
- Working knowledge and ability to manage budgets/contracts of limited scope and complexity including resources such as budget, personnel, and equipment within timelines and appropriate fiscal rules.
Management Preferences:
- Minimum of five (5) years of progressively responsible experience in the project management of the design, bidding, and construction of large multi-disciplinary architectural and engineering and multi-million dollar building projects.
- Experience working on North Carolina Department of Administration State Construction Office (SCO) capital improvement projects.
- Experience working with and knowledge of standard procedures and requirements of State agencies including, but not limited to, SCO and OSBM.
- Experience with utilizing the SCO Interscope system for managing capital improvement projects.
- Proficient in Microsoft Excel, Word, and Outlook.
- Ability to define and implement work unit operational goals and objectives identifying work processes and procedures recommending improvements as needed
- Ability to review work to ensure compliance with standards and requirements; guides staff in providing appropriate documentation to support conclusions and/or assess options in complex situations.
- Ability to define and/or identify risk impact on program policy and procedure issues and recommend modifications to minimize or mitigate risk.
- Ability to implement a response to a situation based on interpretation of local, state, and federal rules/regulations and standards.
- Ability to conduct and lead investigations and participate in disciplinary actions.
- Ability to communicate and lead implementation of new policies, procedures, and protocols.
- Ability to implement change management strategies and principles.
- Ability to develop and implement communication with individual work units, organization, external customers, and the public on program elements and/or engineering resources.
- Ability to prepare, organize and review written reports according to standards and requirements.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience.
Necessary Special Qualification:
Requires registration as a professional mechanical or electrical engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Pay: $69,236.00 - $135,010.00 per year
