Position Summary
The Contract Specialist oversees all aspects of College contracts including negotiation and writing. The Contract Specialist applies knowledge and independent judgment to act in the best interests of the College and is the subject matter expert in all rules and processes related to contracts. Provides direction and guidance to the campus, to include training, regarding the contracting process and laws and guidelines of the contracting process. This position reports to the Procurement Manager.
Pay, Benefits & Work Schedule
Annual salary range: $64,714 - $85,000
Annual salary will be commensurate with candidate's qualifications and related experience.

About the Department
The Administrative Services Division oversees four departments (Campus Operations, Public Safety, Finance, Compliance and Legal Matters) supporting the daily operations of the campus. The division and its departments are responsible for finance and budgeting, public safety, emergency management, public records, contracts and purchasing, legal matters, capital projects, and plant management. Together, they drive efficient campus operations and ensure the college has the resources and the right setting to support student success.
Essential Functions
Contract & Risk Management
Advises the campus on regulations, policies and procedures for preparation of contracts, contract terminology and development. Provides guidance on most effective/cost efficient contracting methodologies. Manages and provides contract training for the campus.
Arranges for or performs an analysis of contracts for technical requirements and cost factors; requests regulation, policy or procedure changes or, if necessary, obtains special approval to deviate from regulations, policy or procedures.
Works with parties to any contract, agreement, MOU, etc., on terms; coordinates contract negotiation work with other units in need of services if applicable; and advises department offices on contract terms and conditions.
Obtains necessary signatures of parties to agreements; maintains a list of authorized contracts signatories; coordinates termination of agreements, contracts, etc., as necessary; advises College Signature Authorities on contractual concerns.
Assists with the negotiations, administration and termination of all contracts, agreements, leases and letters of understanding into which the Department may enter.
Resolves issues that arise during the contracting process, i.e., disputes, protests, appeals, defaults, liquidated damages, excess costs, etc.
Works closely with the Procurement Manager and the Attorney General's Office, private organizations and contractors to insure compliance and fulfillment of contracts and leases.
Represents the Procurement Manager or Department in negotiations with other parties to all contracts and agreements, in conjunction with program representatives.
Works with the Procurement Manager and the Vice President of Administrative Services in initiating action pertinent to better utilization of contracts, leases, and agreements.
Maintains contract records in accordance with state public records guidelines.
Vendor Management
Assists in drafting contract amendments.
Issues reminders to contract owners of upcoming contract renewal options.
Reviews and updates contracts within the contract software portal and manages contracts and contractor list in Cobblestone database.
Performs other duties as assigned.
Minimum Qualifications
Bachelor's degree from an accredited university. Relevant years of experience can be substituted on a year-for-year basis.
Three (3) years of experience writing and negotiating contracts.
Three (3) years utilizing an online Enterprise Resources Planning (ERP) software system (Peoplesoft, Ariba).
Five (5) years of experience utilizing an online contract system (CobbleStone, Adobe, etc.)
Experience with Microsoft Office suite applications, especially SharePoint, MS Excel and MS Word.
Effective communication skills.
Demonstrated experience working in a collaborative team environment with diverse employees and student/customer groups.
Preferred Qualifications
Master's degree in business administration, law, or equivalent graduate degree.
Five (5) years of experience writing and negotiating contracts for a Washington state agency.
Five (5) years of experience writing and managing RFPs and RFQs.
Demonstrated ability to manage multiple priorities.
