The Title IX office of the University of California, Santa Cruz is charged with ensuring University compliance with all Title IX related policies and procedures by responding to all campus Title IX complaints and reports. The Title IX office facilitates alternative resolutions and conducts formal investigations of complaints and reports filed by students, employees, and the public.
The incumbent leads and oversees UCSC’s sexual harassment/sexual violence strategic planning, ensures compliance with Federal Title IX regulations and University policies, and serves as the lead campus resource person for matters pertaining to the Violence Against Women Act (VAWA) and Title IX. The Title IX Officer facilitates the resolution of discrimination, sexual harassment, and sexual violence complaints of faculty, staff, students, and others who engage with the university; conducts research and legal analyses on relevant laws and regulations; develops local policies and guidelines; and oversees the training programs designed to educate the University community on discrimination, sexual harassment and sexual violence prevention and mandated reporting.

- Bachelor's degree in related area and / or equivalent experience / training.
- Expert knowledge of the ethics and compliance profession, theories and systems of internal control and professional compliance and investigations standards.
- Expert knowledge of University ethics and compliance policies, procedures and programs.
- Demonstrated grasp of Return on Investment (ROI) concepts
- Applies sound principles and standards in completing highly complex and technical assignments.
- Ability to gather, organize, analyze, and report on issues and recommendations that are complex in nature. Ability to apply policy and legal concepts to issues.
- Excellent interpersonal skills; skill building rapport in an open, friendly accepting way; attentive listener.
- Excellent skills in complex decision making on critical issues.
- Excellent skills in presenting information in a thorough and complete manner.
- Expert knowledge of best practices and methodologies for conducting investigations, including interviewing, gathering and analyzing evidence, and writing investigation reports.
- Five years demonstrated experience overseeing coordination and implementation of Title IX regulations in an educational setting
- Expert knowledge of the complexities of sexual harassment, including sexual violence, in the postsecondary setting.
- Demonstrated skill, sensitivity and experience interacting with constituents who are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds in a culturally-competent manner.
- Demonstrated understanding of the relevance of trauma in the context of sexual violence (for example, the neurobiology of trauma and trauma-informed investigation techniques).
- Demonstrated written and oral communication skills; skill building rapport in an open, friendly, and accepting way; attentive listener.
- Ability to gather and organize information, conduct analysis, and make recommendations on issues that are complex in nature; critical thinker.
- Experience supervising or leading a team.
- Demonstrated ability to interact diplomatically with diverse personalities and quickly establish rapport and professional credibility and to gain the trust of administrators, faculty and staff at all levels of the University, students and individuals external to the University.
- Demonstrated ability to conceptualize, analyze, and interpret compliance issues, policies, and regulations as well as complex written material and data, and effectively communicate results of analyses in written and presentation formats accessible to diverse groups, large and small, in formal and informal settings.
- Ability to handle highly sensitive and confidential issues that require independent judgment and discretion, and maintain strict confidentiality of privileged information.
- Ability to work effectively as a member of a team.
- Ability to work independently. Ability to collaborate effectively with colleagues and professionals from other organizations, within and outside the University system.
- Commitment to the principles of equal opportunity and inclusive excellence.
- Expert knowledge of federal and state laws and regulations, case law, and guidance related to sexual harassment in the educational and employment setting, including Title IX of the Education Amendments of 1972, Violence Against Women Act (VAWA), and California (CA) AB1825. Expert knowledge of how to respond to requests from the Office for Civil Rights, CA Department of Fair Employment and Housing, and the U.S. Equal Employment Opportunities Commission.
- Comprehensive project management skills. Ability to meet deadlines.
- Demonstrated ability to recognize an emergency situation and take appropriate action.
- Leadership expertise and political acumen overseeing sensitive complaint resolutions within a large, complex organization.
- Bilingual language skills.
- Thorough knowledge of the Clery Act. Experience with Clery reporting.
- Thorough knowledge of Whistleblower and Whistleblower Retaliation laws.

The selected candidate will be required to report known or suspected child abuse or neglect as defined by CANRA and will be required to sign a Statement Acknowledging Requirement to Report Child Abuse prior to commencing employment.
