Position Overview
HRK Advisors are assisting a client Cascadia College with the Director of Human Resources & Payroll search. The position reports to the Vice President of Administrative Services and leads and directs the Human Resources, Payroll and Title IX/EEO functions. As a manager of these assigned areas, the Director will provide leadership as well as demonstrate support of the engagement and sense of belonging for all employees. As a working manager, the Director will also engage in daily human resources client work in collaboration with other team members as determined with the VP of Administrative Services.
As the Director of Human Resources & Payroll, it is expected that the following qualities will be demonstrated daily: a high degree of understanding and empathy for all students, faculty, staff, and visitors, as well as the ability to encourage the inclusion of all voices in decision-making, promoting equity in all areas, and actively working against institutionalized norms of oppression against historically marginalized people.
Employee type: Full- Time Exempt, Permanent
Position salary: $96,000.00 annually (includes 5% KCPP), subject to applicable legislated COLA 7/1/23
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Provide administrative direction for HR and Payroll functions as well as administrative management for Title IX/Equal Employment Opportunity (EEO) - holds official Title IX Coordinator designation
· Identifying and implementing opportunities which support inclusive excellence in assigned areas
· Partnering with the Office of Equity & Inclusion and Professional Development to ensure the delivery of diversity, equity and inclusion onboarding and ongoing training for college employees
· Direct and supervise staff; recruit, train, coach and assure performance, building an effective team that is responsive to the needs of the College, HR, Payroll and Title IX
· Develop and direct the implementation and monitoring of goals, objectives, policies, procedures, and work standards, assuring College mission and legal requirements are met
· Direct the timely processing of HR and Payroll/Benefits activities ensuring high quality and efficient delivery of services
· Respond to requests for data by the Executive Team and other stakeholders to support College strategy and decision-making
· Administer assigned budgets, including determination of staffing and operational requirements; approving expenditures and monitoring budget status
· Prioritize and allocate resources; review and evaluate personnel services, ensuring quality delivery
· Serve as the lead negotiator for faculty collective bargaining as the contract administrator and responsible for labor relations functions
· Manage the applicable provisions of negotiated employees’ collective bargaining agreements; advise administrative/supervisory staff regarding interpretation and application of agreements
· Advise all classifications of employees to assure consistency/compliance with state and federal regulations, Washington Administrative Code (WAC), Revised Code of Washington (RCW) and College policies and procedures
· Maintain awareness of new requirements as communicated by the State Board for Community and Technical Colleges (SBCTC), peer colleges, the Health Care Authority (HCA), and the Office of Financial Management (OFM) for the purpose of establishing new processes and procedures to maintain compliance across HR and Payroll work areas
· Advise administrators, supervisory staff and employees in addressing employee concerns, resolving issues, resulting in mutual respect for varying points of view
· Prepare, or direct the preparation of a variety of written correspondence, reports, procedures, and other materials; direct the maintenance of working and official files for assigned areas
· Support and engage in problem-solving for HR and Payroll team members’ daily client work as needed or requested
· Facilitate the completion of multiple annual salary and information Surveys for Federal and State reporting.
· Coordinate and administer salary including applicable provisions of the faculty and classified staff collective bargaining agreements, the admin/exempt compensation plan and hourly pay programs
· Work with administration to resolve complex issues related to administrative, classified and hourly job analysis/classification; assess and determine FLSA status and appropriate classification/title for new and/or updated positions in compliance with federal, state, union and College guidelines
· Attend meetings and conferences ensuring HR, Payroll and Title IX needs and concerns are represented
· Share responsibility with the VP of Administrative Services by serving as an ex-officio for the Safety Committee ensuring compliance with state and federal regulations under the committee’s purveyance
· Work with Cascadia and UW Bothell Facilities departments in matters related to safety and security, supporting the College’s Emergency Plan/Continuity of Operations managed through the VP of Administrative Services
· Work as a team player, appropriately exhibiting an inclusive, customer service-oriented positive attitude
· Keep current with laws, regulations, trends and technology that may affect assigned area operations; implement policy and procedural changes and programs as required
· Promote an environment supportive of the College mission and vision, student- and employee-centered services and teaching excellence
· Perform other duties of a similar nature or level as assigned
Minimum Qualifications
· Bachelor degree in business administration, human resources or related field OR equivalent combination of education and experience
· Five (5) years of progressively responsible experience administering human resources and/or payroll functions
· One (1) year of supervisory experience
· Demonstrated knowledge of Human Resources and Payroll office practices and procedures, State and Federal rules and laws and provisions of negotiated agreements
· Strong communication and presentation skills in verbal and written form, including experience with delivering presentations to stakeholders
· Experience working with Human Resources Information Systems (HRIS)
