GENERAL DESCRIPTION: Perform highly complex (senior level) supervisory work for the Evidence Coordination Section of the Crime Lab. Work involves supervision of evidence technicians, and planning/organizing/executing the receipt, inventory, transfer, disposition, and destruction of evidence. Assist in establishing program goals and objectives and developing program guidelines, procedures, policies, rules, and regulations. Assist in developing schedules, priorities, and standards for achieving section goals. Assist in evaluating and coordinating section activities. Supervises the work of others. Work is performed under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Oversee and review case, evidence and related data entry of Crime Lab Specialists.
2. Respond to client and analyst questions/issues.
3. Conduct and administer various personnel-related actions, e.g. counseling, performance evaluations, metrics.
4. Coordinate and organize evidence destruction events.
5. Oversee the maintenance and handling of evidence, including receipt, barcoding, storage, return, destruction and inventory.
6. Train and oversee Evidence Technicians; prepare/develop training aids.
7. Perform Evidence Technician duties as necessary.
8. Order supplies to support both the Evidence Receiving section and the crime laboratory operations.
9. Attends work regularly and observes approved work hours in accordance with Agency leave and attendance policies.
10. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education - Graduation from a standard senior high school or the equivalent and completion of two (2) years or more of college studies (sixty [60] semester hours credit or more).
Experience – Minimum of four (4) years full-time experience as an Evidence Technician, Property Clerk, or job with equivalent duties in a police agency.
Substitution Note: Additional education may be substituted for each year of experience required, up to two (2) years. Note: 30 semester hours will be considered equivalent to one year of education.
Licensure and/or Certification - Must possess a valid driver license from state of residence Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies and procedures.
Technical/Laboratory/Safety skills - Knowledge of laboratory procedures; ability to acquire proficient skills in the performance of routine laboratory tasks. Ability to interpret and follow verbal/written technical instructions. Must be able to work in a safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Supervisory/Managerial skills - Knowledge of supervisory methods and principles, and of developing performance and productivity standards. Ability to develop plans and procedures for efficient workflow and overall effectiveness. Ability to interview, supervise, schedule, and evaluate work of others; and to provide effective coaching and leadership. Demonstrated skill in using logic and reasoning to identify strengths and weaknesses of solutions, conclusions, and/or approaches to problems.
Analytical skills - Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness. Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current issues and prevent recurrences of problem conditions.
Interpersonal skills – Must exercise excellent interpersonal skills – position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers. Must be able to perform effectively and rationally under stress, and effectively handle competing demands, interruptions, and distractions in a steady and calm manner.
Presentation/Communication skills – Must be able to effectively communicate and present information and/or training to individuals and a wide variety of audiences. Must be able to produce clear, concise, and professional documents, reports, and presentations.
Organizational skills - Must be organized, flexible, and able to prioritize in a multi-demand and constantly changing environment. Demonstrated ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy or timeliness; ability to work independently; and to understand and effectively apply complex oral and written instructions and procedures.
Computer systems / hardware / software – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Ability to use a keyboard and mouse on a laptop or desktop computer to generate typed work product (e.g., emails, submission data entry) at a proficient speed with minimal errors. Typing and/or data entry testing may be required.
