POSITION DESCRIPTION: The City of Minneapolis has six (6) Engineering Technician II positions open in Transportation Engineering and Design and Surface Water and Sewers. These positions support the design and construction inspection of municipal infrastructure projects.

Work Location – Various locations in the field and in the office.

NOTE: These positions are different than the Engineering Technician II (Lab) posting and will have separate hiring timeline and have an independent list.

Job Duties and Responsibilities

TRANSPORTATION ENGINEERING AND DESIGN – Survey and Bridge and Roadway Construction Inspection:

Bridge and Roadway Construction Inspection
  • Perform construction field inspections of contractors and city crews to ensure work conforms to the construction plans and specifications on bridge and roadway projects.
  • Perform construction documentation including documentation of quantities, partial payments, certified payrolls and construction materials field testing for bridge and roadway projects.
  • Possibly bridge safety inspections.
  • Attend meetings with contractors and public stakeholders to discuss bridges, bicycle trails and road projects.
Survey
  • Perform field work for topographic surveys, horizontal and vertical control, construction staking, as-built, easements and boundaries.
  • Perform survey and property boundary research.
  • Operate survey equipment such as Total Station, data collector, survey levels, and GPS equipment.
  • Make precise surveying measurements.
  • Perform surveying calculations with speed and accuracy.
  • Review field survey data for completeness and accuracy.
  • Maintain records related to work activities and prepare reports.
  • Assist Crew Chief in completion of assigned tasks.

SURFACE WATER AND SEWERS - Construction Inspection
  • Perform inspections and investigations of tunnels, outfalls, manholes, catch basins, and other sewer infrastructure to evaluate assets’ condition and performance.
  • Communicate any deviations discovered in plans, specification, materials, methods, schedules, or MNDOT specifications to the Engineer.
  • Inspect and ensure proper construction techniques for various sanitary and storm sewer projects with various contractors and governmental agencies.
  • Assist in preparation of paperwork and documentation describing sewer improvements needed within reconstruction and construction projects, predominantly street sewer construction, repair, and rehabilitation activities.
  • Field verify, enter, and maintain records using modern software (such as Adobe, ArcMap, Maximo, Excel, etc.)
  • Analyze sewer asset data using software such as ArcMap / ArcGIS, Adobe PDF editor, MS Excel, MS Access, Sharepoint, Maximo Maintenance Management Software, and Granite XP CCTV Viewer.
  • Act as the engineer's field representative for communication with the Construction Crew Foremen (both City Staff and private vendors) on a construction site.
  • Perform contract administrative duties by tracking daily items which could include: payroll hours, personal hours, work progress, weather, quantities, etc.
  • Perform a variety of engineering technician work in the office regarding construction project design, shop drawing review, cost estimation, handling communications, completing forms, etc
  • Attend or lead weekly construction meetings.
  • Coordinate materials testing or survey with contractors, MNDOT, and the City of Minneapolis Engineering Lab or Survey.
  • Coordinate closely with contractors on work which can affect adjacent businesses or property owners.
  • Investigate complaints regarding City owned structures or property and make recommendations to higher level staff regarding course of action.
  • Draw standard plates and detail updates and drafting using computer assisted design (CAD).
  • Inspect and help ensure site safety compliance.
  • Perform complex mathematical calculations and computations in connection with engineering project work and costs, including arithmetic and trigonometry, as well as grades and quantities.
  • Other duties as assigned


WORKING CONDITIONS: Combination of office and field.

Required Qualifications
Required Education: Eighteen months training in Civil Engineering Technology or equivalent college credits.

Required Experience: Two years of experience performing similar duties.

Equivalency: An equivalent combination of related education and experience may be considered.

Licenses/Certifications:
  • All positions are required to possess and maintain a valid driver's license.

Desirable Certifications:
  • MnDOT certifications: Concrete Field 1, Bituminous Street 1, Aggregate Production 1, and Grading and Base I and at least two advanced certifications in concrete field, grading and base and/or bituminous.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire [one] month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

GENERAL KNOWLEDGE, SKILLS AND ABILITIES:

  • Good knowledge of civil engineering drafting and design, and related computer software packages.
  • Good verbal and written communication skills.
  • Ability to perform mathematical calculations.
  • One position requires the ability to perform topographic, construction and as-built civil engineering land survey.
  • Ability to work independently and prioritize work.
  • Ability to communicate with diverse populations.
  • Knowledge of civil engineering drafting and design, and related computer software packages.
  • Experience creating, reading, and/or interpreting engineering plans
  • Some positions require experience with MicroStation
  • Experience updating and maintain records both manual and computer based
