Associate's Degree in Truck Service Management, Engineering, Business, or a related field required; Supplemented by three years of experience in fuel/petroleum operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license; state of Georgia Reciprocity Operator Certification. Must possess an Underground Storage Certification, Part A, B & C.

Purpose of Classification:
The purpose of this classification is to administer, analyze, provide, monitor, report and budget for assigned fueling locations in Fulton County; install, maintain and perform routine or preventive maintenance for assigned fueling locations in Fulton County, including tracking fuel usage and fuel management; coordinating with vendor/contractors for repairing of fueling equipment; tracking vehicle diagnostics; providing administrative support and technical maintenance; and maintaining compliance with all federal Environmental Protection Agency, state, and county fuel site regulations.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Assesses Oil Price Index Services (OPIS) check and balances influx of daily fuel prices to ensure fuel purchasing options; orders fuel and maintains appropriate fuel levels at all sites; collects daily transactions of different fueling locations and compiles data for monthly reporting; gathers information of daily usage and orders and receives fuel to maintain adequate levels of availability at all times; preparation of monthly reports to department, highlighting fuel usages so as to reduce the risk of potential fraud or abuse.
Conducts regular fuel tank and leak detection checks to maintain compliance with all levels of environmental regulations; coordinates annual testing of underground tanks by certified vendor; works with Environmental Protection Agency (EPA) during their annual inspections and makes repairs accordingly.
Provides, processes, and reconciles monthly fuel reports for use by Fulton County Financial Department; compiles information; assists in budgeting process; provides mileage reports to Fleet Manager and Supervisors for preventative maintenance scheduling; maintains records of monthly/yearly consumption of each tank for EPA.
Is to be on-call during evenings and weekends to respond to any petroleum spills by contacting emergency personnel, shutting down pumps, assists to conceal or contain the leak and issue any evacuations necessary; compiles and prepares written report for the EPA according to rules and regulations and proper time frame.
Provides administrative support for departmental operations; creates and distributes different forms of departmental reports and correspondence; represents department in meetings as required; coordinates and oversees special projects and budgets; issues fuel cards and PINS to personnel; resolves any discrepancies in reports; coordinates with external vendors to ensure all information is correct for each driver; may interpret rules & regulations, and policies & procedures.
Maintains knowledge of improvements in the fuel industry; assists in writing specifications; coordinates meetings and any demonstrations; coordinates installation of new fuel systems and repairs to existing.
May lead any assigned personnel, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff conflicts, and administering disciplinary actions as required.
Installs CANceivers in all county vehicles, in order to automate fueling management, track vital vehicle diagnostic parameters, and driver performance as needed; programs, services and repairs CANceiver data collection systems in county fleet vehicles in order to track various usage of fuel, removes fuel system from surplus vehicles; adds numbers and logos to new county vehicles; adds fuel tags to fuel doors.
Issues fuel cards and PINS to personnel, and provide necessary support and troubleshooting as needed.
Maintains and makes repairs to dispensers and card readers; coordinate with external vendors/contractors and internal IT support in repairing grid connections, fuel dispensers, pumps/terminals and any other electronic petroleum equipment to ensure optimum performance.
Maintain logs for the Waste Guard tank system; monitors and maintains fueling county facilities; retrieves, reviews and collect tapes from system for accurate fuel balance and to avoid possible debris buildup.
Utilizes and maintain the Ward Fueling system for Fulton County.
Performs routine and non-routine preventive maintenance inspections of various types of electronic petroleum equipment including fuel dispensers, tank monitors, and fuel management systems; performs mechanical duties relating to automotive and light equipment service and repairs as needed.
Performs work in accordance with OSHA and EPA in order to maintain all levels of environmental regulations; identify and report any and all unsafe conditions.
