Salary Expectation:
$62,160 to $64,491 (Note: The salary will commensurate based on education and occupational experience.)

Position Overview:
Coordinate the lifecycle of grants through the identification and alignment of potential state, federal and private support for LTC programs, services and operations and ensure compliance with funding source guidelines in the development, implementation, and evaluation of the programs and services incorporating external funding.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Job Responsibilities:
(60%) Pre-Award: Grant Research, Project Planning and Grant Development

  • Coordinate and facilitate all aspects of the grant development for securing funding for educational activities. Responsible to develop external grant proposals with a focus on state and federal funding. Complete grant proposals, which include working with a team of subject matter experts (administrators, faculty, staff, partners) to gather data; design activities; create evaluation plans; assist with budget development; write, edit, and submit grant applications.
  • Serve as a member of Grant Council Team to develop, implement, and evaluate annual and long-range grant funding plans; to identify college projects for which funding is desired and develop strategies to obtain funding and corresponding timelines. Research and identify potential grants sources including contacting state, federal, and local agencies, companies and foundations, as well as, conduct searches on the Internet, State Newsletters, and through other sources.
  • Work collaboratively with external stakeholders for collaborative proposals and partnering opportunities.
  • Responsible for data collection for grant development and proposals, including develop reports in order to fulfill data requests and inform decision-making.
  • Design, create, and distribute standard and special reports, studies, summaries, and analyses, as required.
  • Track current and potential funding by maintaining a spreadsheet/database of current grant awards and upcoming opportunities.
  • Participate in the development, revision, and implementation of grant processes and associated documents.
  • Respond to requests to write proposals based on needs identified by LTC leadership team and staff.
  • Participate in WTCS statewide grants initiatives as appropriate.

(35%) Post-Award: Grant Implementation, Management, Evaluation and Reporting

  • Initiate grant implementation process including developing plans that clearly link project goals, outcomes, activities, timeframes, evaluation plan, spending targets, and staff assignments.
  • Provide grant managers direction and support in the monitoring, tracking and reporting of grants.
  • Implement fiscal procedures consistent with regulations and grant programs. Work with directors and Financial Services to ensure grant activities and funds are tracked and completed. Guide project managers and stakeholders through start-up steps, rule interpretation and follow-up with agency project officers, alternate acceptable spend down strategies, grant questions, and technical report writing of progress and completion.
  • Ensure LTC complies with federal reporting guidelines as determined by the funding agency.
  • Coordinate the collection and analysis of quantitative and qualitative data to assist managers in making decisions and supporting grant activity.
  • Represent the college on consortium grant conferences, meetings and project teams.
  • Coordinate grant projects including reporting, evaluation, and assessment in collaboration with institutional research, data governance, and grant managers.
  • Provide exceptional customer service experience to both internal and external customers throughout every interaction.

(5%) Manager Essential Responsibilities
Oversee grants processes. Responsible for the overall direction, coordination, and evaluation of this unit. Carryout managerial responsibilities in accordance with set policies and applicable laws including:
o Assist in developing plan(s) and budget for department.
o Address issues in an effective and timely manner.
o Be an active advocate for LTC in the community.
o Be active in the college by serving on committees.
o Teach classes, as requested, based on course-identified qualifications.
Qualifications:

Education and/or Experience:
Bachelor's degree in a field related to Business, Communication, Public Administration, or Social Sciences. Three to five years of successful experience in the research, development, submission, and administration of government funded grants, as well as, privately funded grants. Experience with business analytics software, especially Cognos, preferred. Proficient in use of all Microsoft Office programs (Word, Excel, PowerPoint).

Note: If educational/certification requirements are not met, candidates may be considered, however the expectation would be that they be met within 5 years of employment.

Familiarity with state, federal, and private funding sources and general budgeting and grant accounting procedures. Must possess strong and effective leadership skills and demonstrated effective work performance. Ability to work effectively under time constraints. Ability to apply good organizational problem solving skills; knowledge of strategic planning, program development and evaluation, superior oral and written communications, creativity, attention to detail, excellent interpersonal/diplomatic skills and the ability to articulate the value of higher education. Ability to understand and interpret funding source guidelines and to match potential college programs/projects to funding source priorities. Ability to translate college priorities into programs and projects, maximizing the benefits of external funding. Ability to motivate and interest faculty, staff and the administrators in pursuing grant opportunities. Establish and maintain cooperative working relationships with a variety of agencies and people; ability to effectively lead groups to reach creative and practical solutions; ability to assimilate information from a vast assortment of sources and adapt it to the needs of the College and various funding sources. Exemplify college values in all staff and student interactions as well as services delivered. Ability to establish and maintain effective working relationships and relate successfully with staff, students, and people of diverse cultural, social or educational backgrounds. Fluent, bilingual individual is beneficial.
Language Skills:
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Technology Skills:
