Staffing Specialist
Description: RIVA Solutions is looking for an experienced Federal Staffing Specialist with experience in recruitment, staffing, hiring and outreach. Staffing Specialist should have hands-on experience with processing Personnel Action Requests, Delegated Examining Unit certified, recruitment and staffing, trend and analysis.
Responsibilities:
- Reviewing and evaluating job applications to determine applicant’s qualifications associated with Merit Promotion and Delegated Examining vacancies and various appointing authorities.
- Screening applicants to ensure minimum qualifications are met in accordance with Office of Personnel Management (OPM) Qualification Handbook and vacancy announcement requirements.
- Performs duties in line with Federal Human Resources (HR) laws, rules, regulations and United States Patent and Trademark Office (USPTO) guidance.
- Quality review delegated examining and merit promotion qualification determinations made by Federal staffers.
- Audit merit promotion and delegated examining cases files for compliance with appropriate regulations and OPM delegated examining guidance.
- Update rounds in USA Staffing and review announcements for appropriate content and conduct quality and qualification reviews.
- Perform job analysis to develop job requirements, rating and evaluation criteria and select USA Staffing questions for the development of vacancy announcements.
- Prepare draft merit promotion and delegated examining certificates.
- Interpret and apply various staffing methodologies used to recruit and/or fill roles in the competitive and excepted service.
- Research merit promotion program/delegated examining cases and prepare and provide detailed documentation or responses for resolution of applicant complaints or a request for reconsideration of final rating.
- Provide expert advice, guidance and assistance to Federal staffers on the proper use of HR laws and regulations.
- Maintain update to date knowledge of current and/or changing Federal hiring rules related to recruitment and apply as required.
- Assist in performing other staffing and recruitment assignments as needed. Provide advice and training on various HR rules and regulations.
Requirements:
Minimum of six (6) months of on-the-job Federal staffing experience working in an operating HR Office or in an accountability, staffing policy, or equivalent position. And then must obtain their Delegated Examining Unit certification within 90 days of employment upon completion of the required Federal basic staffing training (which will be provided by USPTO).

- National Finance Center – EPIC System
- Position Management System Online (PMSO)
- History Correction Update Processing System (HCUP)
