The Lansing Board of Water & Light has an opening for a Lead Electric System Operator in our System Operations Department located in Lansing, MI.
Position Summary:

Oversees and participates in power control activities such as training, procedure writing, and other actions that may affect the Bulk Electric System (BES). Must be available for shift rotation, back up, and relief of Electric System Operator. Responsible for coordinating, scheduling, and monitoring scheduled outages and other activities involving the transmission system. Actively participates in the Work Management process. The Lead Supervisor works directly with the Electric System Operators and has full authority to make real-time decisions to ensure the stable and reliable operation of the LBWL portion of the BES. This real-time decision-making authority (up to and including load shedding) shall not require the approval, involvement, or presence from higher level personnel.
Essential Functions:
- Receives, maintains, and tracks all scheduled clearance request forms that involve the LBWL T&D system from all internal and external customers.
- Employs good written and verbal communications skills to properly handle contacts with customers, other utilities, internal LBWL departments and employees.
- Develop equipment outage schedules utilizing system reliability, maintaining the stable operation of the BES, continuity of customer service, and availability of equipment and personnel as criteria.
- Facilitates the morning Work Management meetings and participates in the weekly planning meetings. Review system sketches and consult in pre- construction meetings as needed.
- Respond appropriately to all T&D system emergencies, critical situations and storms requiring immediate action. Understands and abides by all NERC and Reliability First standards and regulations as required in accordance with current LBWL registration status with NERC.
- Oversee, create, update, and revise all Electric System Operator training materials and operational procedures as needed. Primarily responsible for coordinating and overseeing all required training for current and new Electric System Operators.
- Plan and facilitate monthly departmental Safety Meetings.
- Co-direct along with the Supervisor of System Operation all normal and emergency system operations. Share on-call responsibilities with the Supervisor of System Operations.
- Fill in as Electric System Operator as needed. Serve as a member of the department PSAC and accident investigation team.
- Conscientiously enforce all applicable LBWL Safety Procedures and assure they are adhered to.
- Follow LBWL Safety Manual Procedures and wears appropriate PPE as required.
- Attends training for safety awareness or skills improvement as required by supervisor, LBWL, or governmental agency such as MIOSHA, NERC, and Reliability First.
- Assigns and trains ESOs and processes clearance requests.
- Assumes emergency Incident Command Responsibilities as necessary.
- Participation in the continuous improvement of the Asset Management System and Work Management processes.
- Predictable and reliable attendance.
- Other duties as assigned by supervisor.
Job Specifications:
Required:
- This position requires knowledge which is normally acquired through the completion of a degree in Electrical Engineering or a related field; or a journey worker certification in the electric transmission and distribution field; or an equivalent combination of education and experience.
- This position requires a minimum of seven to ten years of previous experience (including four years of experience as an ESO at the BWL) in the electric transmission and distribution field. A minimum of two years of demonstrated leadership experience is also required.
- NERC certification required or ability to obtain within 6 months of accepting the position. Reliability Coordinator Certification preferred.
- This position does have management or supervisory responsibilities.
- Must possess strong communications skills to present a professional image when dealing with customers and other utilities and outside agencies.
- Must have strong safety commitment and be familiar with applicable LBWL safety procedures.
- Must have the ability to handle and resolve high pressure situations and make decisions concerning the stable and reliable operation of the BES without seeking the approval from a higher level of authority.
- The ideal candidate will have excellent skills in the following areas; teamwork, public speaking, customer service, writing and documentation abilities, decision making (under pressure), planning and coordinating, motivating staff, assertiveness, and a proficient knowledge of standard Microsoft office products.
- Actively practices effective time management and supervision skills in daily work tasks.
- Ability to organize, plan, and prioritize projects and direct technical/professional staff.
- Ability to be on-call 24X7 on a rotational basis.
- Must have excellent verbal / written communication skills.
- Must have demonstrated management and project management skills.
- Must have a valid driver’s license with an acceptable record.
- Ability to be on call when required.

Must be able to remain in a stationary position for the majority of the working day. The person in this position needs to occasionally move about inside the office environment including the use of stairs. Constantly operates a computer, and other office equipment. Ability to adjust focus, especially due to concentration on a computer screen. Must communicate frequently with other departments and employees both verbally and in writing. May need to lift and carry up to 30 pounds and/or position the body to reach items on the floor/below knee level or reach overhead. The person in this position needs to occasionally move about in industrial environments, and uneven terrain. May be required to recognize small numbers, letters, symbols, colors on prints, and/or operate field instruments/equipment.
Works in temperature-controlled office environment, with occasional work in outdoor weather conditions, and in industrial environments.
Must successfully complete a background check, a substance screening, and a physical (if applicable).
