Low Income Home Energy Assistance Program (LIHEAP) Coordinator
Job description
Departmental Context:
Community Services serves families in the eight county (Chester, Decatur, Hardeman, Hardin, Haywood, Henderson, Madison, and McNairy) Southwest Region. The Community Services Department provides assistance through the following programs: Low Income Home Energy Assistance, Weatherization Assistance, Community Services Block Grant Programs including Case Management, Information and Referral, and other direct assistance programs. Housing related programs include Emergency Repair and USDA Commodities. Community Services also provides re-entry services to justice-involved individuals and Probation Services in McNairy County.
Purpose
As the LIHEAP Coordinator, I am responsible for the following duties and essential functions:
· Manage the daily operations of LIHEAP, which includes directing the daily activities of program staff including outreach activities, intake and processing of applications, and notification of actions taken
· Provide supervision, guidance, and training of Community Service Center staff
· Assist individuals applying for LIHEAP services with completing applications, forms and other documents required for assistance; and ensure certification workers are properly trained in reviewing/approving LIHEAP applications for service and program requirements
· Process payments for approved LIHEAP client services
· Work cooperatively with the Community Services Director to interpret program policies and regulations and to ensure program requirements are maintained
· Compile data, preparing, and maintaining program records and reports
· Implement and maintain vendor agreements between Southwest Human Resource Agency and energy suppliers;
· Ensure proper allocation of funds for each county served;
· Refunds are correctly entered into agency database and coded correctly
· Attend state and national meetings for LIHEAP to remain current on all program regulations;
· Effectively collaborate with other program coordinators
· Other duties as assigned
Technical skills and Experience required
Qualifications, technical skills, experience, and knowledge required for this position include:
· Graduation from an accredited four- year college or university with a Bachelor’s Degree in Social Work, Public Administration or related field
· Equivalent years of work experience may be substituted for degree
· Thorough knowledge of the regulations governing energy related programs
· Excellent organizational, interpersonal, and decision making skills
· Excellent written and oral communication skills
· Experience in social work and knowledge of services available in communities served
· Ability to interpret governing regulations and develop appropriate operational policies and procedures
· Strong financial management and administrative skills
· Strong organizational, interpersonal and decision making skills
· Ability to compile and interpret program related data and prepare detailed program reports
· Ability to plan and prioritize schedule and activities to meet established deadlines and reporting requirements
· Ability to develop and deliver effective training programs and educational materials for program staff
· Ability to make effective and informative presentations to civic and business organizations, governing board, staff, etc.
· Skilled in the use and operation of software programs including database management, spreadsheet and word processing applications.
Necessary Special Requirement: Possession of a valid driver’s license and the ability to be insured at standard vehicle liability rates.
