Job description
Position Summary:Reports to the assistant warden. Directly supervises the mail room clerk. Responsible for the coordination of
mail services for the facility in compliance with Management & Training Corporation (MTC) and Texas
Department of Criminal Justice (TDCJ) directives.
Essential Functions:
1. Perform administrative duties necessary to ensure the processing of all offender correspondence in
compliance with correspondence rules and regulations.
2. Provide staff training; evaluate staff performance and implement organizational and personnel changes
as approved by the warden and human resources.
3. Sort, open, inspect and scan offender mail. Deliver offender mail.
4. Reviews and inspects incoming books, publications and packages intended for offender receipt.
5. Maintain all records, logs and files required for processing offender correspondence.
6. Issues postage and writing materials to indigent offenders and offenders on commissary restriction.
7. Acts as authorized courier for receipt of registered, special delivery, or other mail received for
employees or offenders.
8. Operate postal equipment and ascertain postage needed.
9. Maintain contact with US Postal Service and private mail carriers (i.e. UPS, Federal Express, etc.).
10. Ensure outgoing mail is sent daily. This may include delivery to post office or other locations.
11. Interpret correspondence rules and obtain information on proper procedures for handling offender
correspondence.
12. Prepare various forms related to the processing of offender correspondence and mail room functions.
13. Required regular pushing and pulling of mail carts, carrying mail bins, and lifting and moving packages.
14. Required long periods of walking or standing.
15. Respond to offender questions, complaints and/or requests regarding correspondence.
16. Ensure offenders do not handle other offender’s correspondence.
17. Promote the development of positive social skills through modeling appropriate behaviors and
intervening when inappropriate behaviors are observed; provide regular feedback to staff regarding
social skills procedures and intervention techniques.
18. Maintain accountability of staff, offenders and property; adhere to safety practices.
It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as
determined by management.
Education and Experience Requirements:
Graduation from an accredited senior high school or equivalent or GED. Three (3) years full-time, wageearning mailroom operations experience.

Post Hire Requirements:
Must successfully complete annual in-service training requirements and pass an annual background check,
both of which must be approved by TDCJ.
Must be U.S. Citizen.
