Duties
The successful candidate will perform the full range of duties as a Management and Program Analyst.
Such duties include but are not limited to:
Performs analytical and evaluative work related to Region III programs, management systems and processes impacting various technical and administrative areas of the Region. Develops, recommends and implements policies and procedures for new and existing programs and initiatives for financial management, information management, and other corporate and administrative activates for DRMA. Provides a variety of management and support services essential to the direction and operation of the regional office to include administrative services in the areas of procurement, purchasing, financial management, budget, and information management, and remains cognizant of key interfaces and issues between DRMA and other program offices.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. For GG-11: Because this is a two-graded interval position, you must have at least one year of specialized experience at the grade 09 in the Federal service or equivalent experience in the private or public sector. For GG-09: you must have at least one year of specialized experience at the grade 07 in the Federal service or equivalent experience in the private or public sector. For GG-07: you must have at least one year of specialized experience at the grade 05 in the Federal service or equivalent experience in the private sector. Specialized experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work performed by this position as described in the duties section above. Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as experience which demonstrates a thorough knowledge of the theories, practices, and principles in the fields related to management and program analysis to include the areas of human resources management, Federal acquisition regulations and processes, Federal budgeting processes in formulation and execution, records management and FOIA, Contracting Officer's Representative duties and responsibilities, and expertise in performing studies and analysis of administrative programs and management systems. Additionally, candidates must possess a working knowledge of the development and manipulation of spread sheets and other programmatic data collection systems.

Knowledge of the principles and theories of management analysis or program analysis sufficient to perform analysis, evaluations, and studies of programs or processes and reach definite conclusions and recommendations which will lead to management decisions, improvements, efficiencies and better understanding and documentation of programs or processes.
2. Ability to identify issues and problems to determine relative priorities, and to propose to management the need for changes in policies, procedures and requirements.
3. Knowledge of office information technology sufficient to gather, analyze and present data in a clear, concise manner.
4. Demonstrated ability to effectively communicate orally and in writing, ability to deal tactfully, efficiently, and professionally with all levels of personnel, and to handle interruptions and changing priorities.
