Division Description

The Children, Youth, Family, and Transitional Age Youth Services Division (CYFTAY) offers an array of services to low-income and underserved clients with multiple challenges and abilities: Infants, toddlers, and preschool children, including those with special needs. Youth: including transitional age youth, pregnant| parenting teens and youth in the foster care system. Families: including low-income, immigrant, monolingual, and homeless populations. The CYFTAY division offers multidisciplinary programs including Early Care and Education, Early Intervention| Inclusion, Family Support, Mental Health Services, Health, Nutrition, Wellness, and Parenting Education Programming.

ECE Program(s) Description

Felton Institute has been providing comprehensive early care and education services in San Francisco since 1971. Felton now has ECE programs in SF’s Mission, Bayview, and Visitation Valley neighborhoods; and offers a school-readiness program for infants, toddlers, and preschoolers (2 weeks to 6 years old). Felton’s ECE programs include 4 infant, 7 toddler, and 11 preschool classrooms, which serve approximately 400 children, full-day/ year-round. Felton’s ECE programming offers comprehensive, two generation, holistic, wrap-around services to families with young children (0-5 years old). These multicultural, educational classrooms provide a nurturing, developmentally challenging, and inclusive environment for very young children of low/moderate-income families. We are committed to inclusive, positive environments that build on children’s positive self-esteem and self-image. Our newest ECE program and the first co-located on-site with affordable housing, the Solmar Learning Center is in the Mission neighborhood and serves 42 preschool children ages birth-6 years old. The program is open year-round, Monday-Friday 7:30 am-5:30 pm.

The Opportunity
To create a continuum of supports and services to effectively serve preschool children who have identified/unidentified special needs or who are at-risk for developing a delay, Felton is expanding our inclusion services to focus on children 3-5 years old. No family should have to choose between early learning and special education services for their child with special needs. By providing a continuum of services from birth to five on site at Felton’s ECE program, we will ensure that preschool children enrolled receive the specialized services they need to reach their full potential. We will ensure families do not opt out of much needed support and services because their family is unable to coordinate services that are offered off-site. By providing on-site services, Felton will be helping families meet an unmet need in a way that can also improve the quality of inclusive early care and education in our community.

Our ideal candidate is a seasoned special education leader who enjoys teamwork, collaboration, and working towards building strong partnerships with families, children, and staff. He/ She will have strong knowledge of service coordination, case management, early childhood intervention and inclusion practices, and family-centered practice. He/she will also have strong leadership and interpersonal skills, with supervisory experience that can effectively support all of Felton’s ECE Programs. The ideal candidate will have a strong and clear vision for high quality preschool inclusion that frames the work they will do in supporting and serving the needs of children, families, and staff. He/she will be solution-focused, a systems and strategic thinker, and be very comfortable with change, growth, and innovation.

Brief Job Description
The Preschool Inclusion Supervisor (PIS) is responsible for ensuring that quality services are delivered to clients within established standards and protocols, focusing specifically on the preschool (3–5-year-olds) age range. The (PIS) has overall responsibility for the training and orientation of direct service staff who work directly with preschool children across Felton’s ECE sites. He/ she has oversight over all activities related to the design and provision of preschool inclusion services and supports. The (PIS) works closely with the Early Intervention & Inclusion Director in the development and monitoring of policies, procedures, and systems that will ensure optimized service delivery to all the clients served, including day-to-day operations, general program supervision, management, and quality assurance. The (PIS) is responsible for establishing and maintaining an atmosphere of collaboration among internal and external teams (e.g. other centers, SFUSD, and other community-based organizations) to organize and implement programs and services that support Felton’s ECE program goals and objectives.

The (PIS) is expected to conduct and maintain regular reviews of program records, engage in data-based decision making, and when needed, produce program reports, and oversee implementation of quality assurance or improvement measures. The PIS will monitor quarter performance outcomes of the children and families served, including preparing reports to monitor the performance of all staff under their direct-line supervision. He/she will work closely with the Early Intervention Supervisor to ensure a smooth transition in service delivery from Early Intervention (birth-to-3) to Preschool Inclusion (3-5) services and supports.

Minimum Qualifications & Experience:
  • Strong leadership skills with a minimum of two (3) years supervisory experience in an education, heath, special education, or social services setting.
  • Master’s Degree from an accredited college or university program in Early Childhood Special Education, Special Education, Inclusive Education, or other education-related or social science field preferred. Credentialed or licensed eligible preferred.
Required Knowledge, Skills, and Abilities:
  • Principles and practices of referral, evaluation, intervention, ongoing assessment and transition for children and families from Early Intervention
  • Federal laws (IDEA Part C) governing early intervention and how those laws are implemented in California
  • Knowledge about community-based organization and resource development
  • Knowledge of crisis intervention and prevention principles and practices
  • Familiarity with SFUSD, early childhood special education services, and other special services providers in the local area
  • Good understanding of current issues and best practices in the fields of Early Intervention, Early Childhood Special Education, Inclusion, and family support
  • Understanding of typical growth and development of children throughout their lifespan, with specific knowledge about atypical development and risks
  • Ability to lift 25 – 40 pounds as needed every day; this includes children and equipment
  • Ability to bend, stoop, sit on floor, lower, and raise self from floor during classroom activities, and to use both hands to grasp securely on a consistent basis. Can move quickly when responding to an emergency
  • Awareness of and ability to address the culturally unique needs of the target population
  • Competent computer skills, including working knowledge and use of Microsoft Word Processing, Microsoft Office, Excel and other online tracking databases
  • Attention to detail, ability to follow directions and interpret policies and procedures to ensure compliance with standards
  • Strong verbal, written, organizational and communication skills
  • Ability to appropriately handle confidential information
  • Ability to set appropriate boundaries with clients/staff.
  • Able to work effectively in an organizational setting; understands how to utilize the chain of command to resolve problems and bring program development ideas forward; is able to proactively collaborate with other supervisors, consultants, and directors to ensure the best possible training for staff and service delivery for clients.
  • Ability to work with minimum supervision and to work effectively as a team member
  • Ability to be a team player with a welcoming attitude
  • Bi-lingual (Spanish speaking) skills highly desirable, Bi-cultural skills desirable
  • Night and weekends required as needed (infrequent)

  • Fingerprinting Clearance DOJ/FBI & Clearance Child Abuse Index
  • Current Immunizations (TB, Influenza, MMR, Pertussis) and Physical Health Screening (every 2 years thereafter)
  • Provide proof of full COVID-19 vaccination +Booster
  • Current CPR & First Aid Certificate (every 2 years thereafter)
