Job Description :
Full-time professional work experience in Information Technology. At least one (6) years of the experience must be in an Administrative; Managerial; or Supervisory capacity. Substitutions: Accredited college training may substitute for the required work experience, except for the supervisory experience, with a maximum substitution of four (4) years. (Fifteen (15) semester hours in Information Technology or a related area is required.) Accredited graduate training in the above area may substitute for the required work experience, except for the supervisory experience, with a maximum substitution of two (2) years. Successfully completion of an Information Technology Certification program, may substitute for the required work experience with a maximum substitution of two (2) years. (Proof of certification must accompany application.) Two (2) years of work experience as an Application Systems Analysis/Programming-Supervisor may substitute for all of the required experience.
- The position is responsible for the daily supervision of regular, on-going staff and consultants.
- Manage resources/team members time, sign off on time cards, monitor and approve leave requests.
- Participate in and often make hiring decisions for the team.
- Position is accountable for the execution of the functional duties of the team(s) within the organization.
- Determine bandwidth and work assignments/projects for each member of the team, specifically direct reports.
- Give direction on tasks and priorities and provide ongoing, coaching, feedback and evaluation to staff.
- Document all discussions and plan assignments accordingly.
- Provide weekly metrics reports to leadership to ensure professional standards are being met.
- Know when additional resources or tools are needed or if current resources need to just be reallocated.
- Schedule and conduct regular team meetings throughout the year in support of operational objectives.
- Guide the team in following the SDLC and DevSecOps processes established by OIT.
- Ensure teams are working toward operational metrics. Identify roadblocks to consistently meeting metrics and make resource requests to leadership.
- Create and maintain standard operating procedure (SOP) documentation as instructed by leadership.
- Follow and enforce organizational policies and procedures to ensure compliance requirements are met and adhered to.
- Continuously recommend and oversee the implementation of regularly upgraded and enhanced tools and processes.
- Utilize project management practices and methodologies to work on and/or lead formal projects to help the Agency meet current and future goals and objectives.
- Partner with multiple agency teams and a variety of stakeholders
- High familiarity with a variety of software development methodologies such as Agile and Waterfall and a strong understanding of the suitability of these methodologies for certain development environments and types of applications.
- Understanding of program and project management methodologies and their application.
- Comfortable in a hands-on role, driving application development to completion, and capable of working closely with the team to monitor the progress of assigned work.
- Detail-oriented with strong analytical aptitude.
- Experience with various business analysis elicitation/analysis techniques.
- Ability to work with peer organizations to translate IT processes (e.g., System Development Life Cycle, Governance, etc.) and tool strategies (e.g., project management, collaboration, knowledge warehouse, etc.) to support the day-to-day work efforts of the individual departments, driving towards greater efficiencies and higher quality deliverables.
- Strong leadership skills in product or application development methodologies and the ability to mentor team members on the implementation of those methodologies.
- Demonstrated knowledge around metrics as it pertains to product and application deliverables (quality) and work effort (time).
- Strong communication, organizational, prioritization and leadership skills.
