The Quality Construction Asset Manager (QCAM) will be responsible for inspecting and reporting on the quality of work being performed on apartment rehabilitation projects. The QCAM will review quality of work on apartment rehabilitation projects and renovations throughout the U.S., working closely with Project Management and Asset Management teams. Duties will include but not limited to evaluating physical asset conditions, assessing rehabilitation scopes, overseeing execution of quality control policies during renovation, providing direction to 3rd party management companies and general contractors/vendors ensuring the success of the projects. The QCAM will also gather and analyze data and report on baseline levels of quality, assisting with the review quality findings and development of quality improvement plans and assisting construction asset management as needed.
Responsibilities:
- Maintain relationships with suppliers, subcontractors, and other relevant parties such as architects and engineers.
- Ensure all projects are completed to HUD and construction industry quality standards while staying on time and within budget guidelines.
- Ensure Property Management staff are adequately trained and have the necessary resources to complete their tasks.
- Inspect work sites throughout the project to ensure that projects are being performed according to plans and scope of work.
- Apply practical knowledge of construction techniques and specifications to the analysis of existing housing or housing proposed for rehabilitation.
- Perform MOCK-REAC/NSPIRE inspections at apartment communities to ensure that communities are ready for imminent inspections. Review findings and supervise the completion of any associated corrective work.
- Supervise capital expense improvement projects, including collecting and reviewing vendor proposals and contracts, change orders, workmanship quality control and final acceptance of completed work.
- Complete “Special Projects” assignments that are communicated to the QCAM by other team leaders.

- Strong team player that can work collaboratively in a fast-paced team with a roll up your sleeves and pitch in where needed attitude.
- Highly accountable, able to take ownership, meets deadlines and has strong follow up skills.
- Self-starter who is detailed and an independent thinker.
- Ability to manage up and provide senior management with quantitative progress reports.
- Strong Microsoft Office knowledge and experience.
- Outstanding written and oral communications skills.
Education and Experience:
- Bachelor’s Degree preferred, emphasis on engineering, architecture, or construction management. At least 5 years of experience in real estate, focused on construction, architecture, renovations, engineering, asset management or related discipline. Hands on construction preferred or comparable experience as an Asset Manager.
