We have an excellent opportunity for a Section Manager to join and lead our Aquifer Protection Program & Water Reuse team. This position provides management support to subordinate managers and staff. You will work in conjunction with the Deputy Division Director, Division Director, and others to develop strategy and tactics and the goals to measure output and mission outcome from the strategy and tactics.

This position champions continuous improvement projects within the section and units and recommends and directs the implementation of program and operational improvements to support the Agency mission and value stream strategy to accomplish the mission. You will also provide oversight and management to ensure unit operation meet established timelines and objectives which include implementation of permitting and regulatory programs in accordance and compliance with state and federal laws.

• Knowledge of program management principles, including task delegation, employee motivation, team-based problem-solving techniques (5 Why Analysis/Root Cause, Lean Management, and Continuous Process Improvement), and principles of performance and visual management.
• Must be a skilled leader of a diverse environmental workforce (technical and legal), including: skilled manager of project managers to ensure deliverables are consistent, reliable, accurate, and timely, effective communicator, both verbal and written, and being comfortable presenting to small and large groups.
• Must have the ability to coach staff, to identify process problems and devise a viable solution to the issue using Lean Management and Continuous Process Improvement tools and techniques (i.e. the ability to solve complex problems and make timely decisions by the use of inductive reasoning, root cause analysis, critical thinking, and team-based problem solving).

• Bachelor’s degree in engineering, physical science, or related degree from an accredited university. Five to seven years environmental experience working in a regulatory agency, consulting, or private industry. Three years of experience managing environmental professionals. Experience with Lean, Six Sigma, or other process/continuous improvement techniques.
