Compensation Range: $122,642 - $148,980 Annually
Appointment Type: This is a Permanent Exempt appointment not to exceed one (1) year. However, appointees would have an opportunity to reapply for an additional term. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer. This is a full time, 40 hours per week appointment.
The current position is located at the San Francisco Department of Emergency Management (DEM). The DEM manages disaster preparation, mitigation, and response, 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. This is a generalist position that performs duties in a wide variety of functional areas involving recruitment and exams, operations, employee and labor relations, EEO, ADA, workers’ compensation, payroll and personnel functions, leaves, and special projects.
The Senior Human Resources Analyst position requires the ability to multi-task, serve as a consultant to managers and supervisors, provide information to employees at all levels in a clear and helpful way, and ensure departmental compliance with policies, procedures, rules and regulations.

ESSENTIAL DUTIES:
The essential duties and responsibilities of the position include but are not limited to:
1.) Conduct hiring and selection processes: Perform job analysis; Construct position-based examinations; Work with subject matter experts on exam development; Oversee test administration and scoring, respond to exam-related protests; Generate eligible lists for positions in line with the City’s policies and procedures; Prepare hiring announcements specific to the division’s operations and needs; Coordinate selection processes.
2.) Handle employee matters: Provide advice and counsel to supervisors and managers regarding employee matters; Conduct investigatory interviews; Draft disciplinary reports and documents; Represent the Department in Skelly hearings, expedited arbitrations, and Arbitrations; Serve as a Skelly hearing officer for proposed disciplinary actions.
3.) Handle labor issues: Advise management regarding contract interpretation, past practices, and meet and confer obligations; Investigate, respond to, and/or resolve disciplinary and non-disciplinary grievances; Represent the Department in Citywide collective bargaining and meet & confers.
4.) Ensure Department’s compliance with City policies and procedures, federal and state laws and regulations.
5.) Ensure compliance and facilitate processes related to Equal Employment Opportunity, Americans with Disabilities Act, Workers’ Compensation, and leave requirements.
6.) Coordinate processing of human resources transactions.
7.) Complete special projects related to human resources functions as assigned.
8.) Perform other related duties as required.
Education:
Possession of a baccalaureate degree from an accredited college or university
Experience:
Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.
Education Substitution:
Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
Experience Substitution:
Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.
Experience Substitution:
Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

SELECTION PROCEDURE:
The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.
