The purpose of this class within the organization is to participate in and manage a wide range of professional planning activities, including technical planning; reviewing development proposals for compliance with Town codes and policies; preparing and reviewing staff reports; preparing and organizing land use, comprehensive and other plans; interpreting and explaining zoning regulations to members of the public; analyzing data; providing Geographical Information System services; and conducting presentations to elected and appointed bodies, and to the public. This class will be encouraged to carry out projects independently, under the supervision of the Director and the Deputy Director.
Monday through Friday 8:00 AM - 4:30 PM
All new employees must satisfactorily complete a background check. A conditional offer of employment may then be made contingent upon the successful completion of a drug test.

Essential Functions:
Performs and manages professional planning projects.
Reviews applications for development, rezonings, subdivisions, building permits and more for consistency with Town codes and regulations. Conducts research and analysis. Drafts reports and recommendations.
Assists in updates to the Town’s Comprehensive Plan. Works in teams to conduct area plans and other types of plans.
Writes, or assists in writing, a variety of ordinances and regulations related to development regulations.
Assists and responds to Town residents and representatives of businesses, non-profits and other governmental entities on zoning issues and questions, providing information and guidance.
Conducts research in specific or general project areas.
Prepares documents for and makes presentations to the Town Council, boards and commissions. Makes presentations.
Serves as staff representative for boards and/or commissions, as assigned. Maintains good relations with board/commission members. Prepares staff reports. Serves as contact for the public.
Makes presentations to the community.
Attends evening meetings of Town Council, boards and commissions; and occasional weekend meetings and events.
Typical Knowledge
Well-developed knowledge of planning principles and practices.
Principles, methodology, and practices of research and data collection.
Effective writing skills and practices.
Various software programs that are essential in planning, including the Microsoft Office programs and the Adobe Creative Cloud or other similar programs; and permitting software.
Geographic information System (GIS) programs and applications.
Responsibilities, Requirements and Impacts
Analyzes and systematically compiles technical and statistical information, including GIS, to prepare technical reports.
People include co-workers, workers in other areas or agencies and the general public.
Interacts with other staff to carry out assigned projects. Establishes and maintains effective working relationships with associates, elected and appointed officials, and the general public.
Serves as project manager for assigned projects, which may include staff members from various Town departments and/or from organizations outside of the Town government.

Is responsible for guiding others, requiring frequent decisions affecting individuals, co-workers and others who depend on the department’s services or products; is responsible for implementing all code requirements, with some flexibility as to procedures.

Performs coordinating work involving guidelines and rules, with constant problem solving; requires continuous, close attention for accurate results. Capable of managing and completing important assignments.
Impact of Errors:
The impact of errors can be serious, as it may affect the value of people’s properties and the quality of life in the Town. It may also be moderately serious in how it affects the work unit and other units.
Physical Demands:
Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on an occasional basis.
Equipment Usage:
Handles or uses machines, tools, equipment or work aids involving moderate latitude for judgment regarding attainment of a standard or in selecting appropriate items.

Safety of Others:
Requires responsibility for the safety and health of others.
Requirement: Bachelor’s degree from an accredited college or university. A minimum of three years of progressive experience in professional planning work
Preferred: Master’s degree from an accredited college or university with major course work in planning or a related field. Member of the American Institute for Certified Planners.
