As the
University of Maryland, Baltimore (UMB) embarks on a multi-year human capital management (HCM) information technology project, the central Human Resource Services Department is looking for a talented
Staffing Specialist to join the team. This position will be responsible for determining recruiting resources and process, screens, and interviews applicants, and provides counseling on employment practices and recruitment processes. Writes and develops advertising and placement of ads. Reviews hiring practices to ensure compliance.

Primary Duties:

Administers operational recruitment needs, including consulting with hiring managers to determine effective recruitment strategies to attract highly qualified and diverse applicant pools. Identifies passive job seekers through social media, candidate aggregators, attendance at job fairs, and similar methods.
- Evaluates candidates to ensure they meet the minimum qualifications for positions and determines that they are highly qualified by using methods that include resume review and interviewing.
- Ensures starting salaries comply with federal, state, local laws, and regulations and UMB’s policies and procedures including performing an equity analysis by accounting for internal and external market factors.
- Participates in the campus on-boarding program to ensure new employees have a comprehensive start with UMB.
- Leads in the implementation of new recruitment software. Provides input on the design and development of a new system, assisting with training users and providing guidance to applicants.
- Participates as a member on committees, projects, or initiatives. Assists in development of project plan and defining scope of work.
- Performs other duties as assigned.
Qualifications
Experience: Two (2) years of experience in human resources with at least one (1) year of recruitment or employment activities.
Other: May consider a combination of directly related experience and education.
Knowledge of position requirements. Knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to work cooperatively with others and independently.

Hiring Range: $64,000 - $73,000 (Commensurate with education and experience)
