YOUR FUTURE TEAM

As part of TCEQ Legal Services, you would support the agency’s Resources and Ecosystem Sustainability, Tourist Opportunities, and Revived Economies (RESTORE) program. This program provides federal funding to entities along the Texas coast to mitigate the impacts from the Deepwater Horizon Oil Spill. See details about what we do.

This position is a member of our General Law Division.


WHAT YOU WILL DO

As a part of the division’s RESTORE team, our Contract Specialist III will play a key role in achieving TCEQ’s mission. You would use your skills and experience to:

  • Support the Resources and Ecosystem Sustainability, Tourist Opportunities, and Revived Economies (RESTORE) program by providing contract management and monitoring; and ensure programmatic integrity for the General Law Division (GLD).
  • Review and analyze financial status reports (FSRs) and deliverables to ensure completeness, appropriateness, and accuracy. Evaluate expenditure data and deliverables and make projections to ensure appropriate use of funds. Evaluate financial data in the Grants Database, enter amended budgets for all projects and assist in assuring invoices are reported in the applicable projects.
  • Monitor contract performance by examining invoices, fiscal data, and eligibility determinations for compliance with terms of contract and policies. Prepare reports and analysis for program management.
  • Serve as the liaison to the RESTORE program by providing expertise and guidance to customers. Work with grant customers in understanding the invoice form and in addressing incorrect invoice issues.
  • Develop and revise contract guidelines, procedures, rules, and regulations as required. Assist in evaluating data and recommendations for reporting requirements. Conduct self-certifications for procurement compliance on all new projects.
  • Participate in the development of solicitations, contracts, amendments, and applications by ensuring compliance with reimbursement requirements, and analyzing information supplied by bidders and applicants. Coordinate and facilitate meetings and communications with grant coordinators, attorneys, and grant subrecipients.
  • Prepare budget amendments in accordance with contract requirements, verifies cost information, drafts contract amendments, and closes out contracts.
Qualifications


MINIMUM QUALIFICATIONS

  • Graduation from an accredited four-year college or university plus one year of fulltime experience in contracting or purchasing.

OR

  • Five years of full-time experience in contracting or purchasing.

Note: Must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date.


PREFERRED QUALIFICATIONS

  • Experience analyzing and reconciling invoices to determine if they are payable.
  • Experience drafting and developing contracts, contract amendments and related documents.
  • Experience analyzing and applying federal, state, and local procurement practices.
  • Experience using financial data systems to manage budgets and track payments.
  • Experience with training others on government billing requirements and processes.

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Contract Specialist III state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Contract Specialist III series.
