Office of Compliance and Enforcement
The Office of Compliance and Enforcement is dedicated to protecting human health and the environment by ensuring compliance with state and federal regulations. The office seeks to promote voluntary compliance through a comprehensive program of regional investigations, technical assistance and outreach, environmental monitoring, and appropriate enforcement. Through our homeland security efforts, we are dedicated to preventing, protect, respond to and recover from natural and manmade disasters. General Description
Performs complex technical assistance and coordination of technical training for the Office of Compliance and Enforcement (OCE) Program Support and Environmental Assistance Division (PSEAD) of the Texas Commission on Environmental Quality (TCEQ). Coordinates the Public Information Request (PIR) for the OCE. Coordinates training activities for agency staff on behalf of OCE; develops and monitors training plans; organizes, oversees, and evaluates training programs. Coordinates the development and implementation of effective and responsible communication plans for stakeholders including written and verbal presentations. Prepares informational materials and makes presentations to TCEQ staff, regulated entities, or the general public. Coordinates the Public Information Request (PIR) program for OCE, to include assessing all requests, making assignments, reviewing responses, and ensuring compliance with PIR standards and Agency and Office procedures. Reviews PIR regulations and legal determinations and facilitates communication with and amongst the OCE PIR staff. Represents OCE interests related to Public Information Requests in agency forums, meetings, and projects. Provides analyses of bills that may impact OCE PIRs or records and represents OCE on rulemaking projects. Serves as a liaison to staff, community organizations and the general public for OCE PIRs. Assists in planning of meetings specific to OCE PIRS; represents OCE at agency wide PIR meetings. Provides training and customer support to OCE and external users of Program Support services.
NOTE: This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Program Specialist III state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Program Specialist III series.

Special Requirements
- Moving up to 20 pounds of carrying and lifting boxes or equipment.
- Traveling up to 30% of the time for activities such as stakeholder and media meetings, site visits for projects, making presentations, visiting event locations, or other activities requiring frequent travel under normal conditions. Also travel for training and conferences.
- The agency will review the applicant’s driving history in connection with the use of a vehicle in the performance of the job.
Telework
This position offers an opportunity for a hybrid work schedule with a minimum 2-day work in office.
Minimum Qualifications
A bachelor’s degree from an accredited college or university plus three years of full-time experience performing supervisory, managerial, professional, or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.
One year of full-time experience in an administrative capacity* may be substituted for each year (30 semester hours) of the required education.
A graduate degree in public administration, business administration, human resources administration, environmental resource management, planning, or in an area relevant to the position from an accredited college or university may be substituted for one year of the required experience.
- Administrative capacity is work where primary duties consist of performing administrative tasks of an office, excluding work such as clerical, secretarial, sales, equipment operations, and manual labor.

Preferred Qualifications
- Experience coordinating projects and/or training processes.
- Experience with developing training curriculum, providing technical training in a professional environment, and/or maintaining training records.
- Experience or training in state and/or federal environmental regulations.
- Experience with public information requests, open records requests, and/or media requests in a profession capacity.
Condition of Employment:
TCEQ will verify Selective Service registration for males born on or after January 1, 1960. If exempt from Selective Service registration selected candidate must provide proof of exemption on first day of employment.
