POSITION TITLE: Town Engineer

DEPARTMENT: Public Works

REPORTS TO: Director of Public Works

CLASSIFICATION: Salaried; Supervisor Union; 40 Hours per week

JOB SUMMARY:

The Town Engineer is responsible for the Engineering functions in the Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Responsible for review and approval of all subdivision site, road and development plans. Plan review includes, but is not limited to, comprehensive storm water management, sedimentation and erosion control, optimal management implementation and impacts to natural resources.

  • Provide engineering inspections for all development applications; oversee and coordinate topographical surveys.
  • Assist, review, and comment on land use applications for compliance with all applicable engineering standards.
  • Manage the Town’s planning, implementation, and ongoing compliance with, various storm regulations including MS4 Program.
  • Administer Flood Plain maps and provide interpretation for both citizens and Town departments.
  • Provide and coordinate engineering designs/improvements, cost estimates, specifications and construction details on various Town projects.
  • Perform quality control checks on road construction and drainage design, on roads which become Town property.
  • Coordinate professional engineering services in the investigation, design and construction inspections of Town projects and facilities. Responsible for the design of road and drainage improvements, and engineering of contracted road and building projects.
  • Perform construction management and inspections on projects as assigned.
  • Develop documents such as Requests for Proposals (RFP) and bid documents for procurement of professional services and construction projects.
  • Review plans for all road-opening permits for subdivisions, land use boards and building committees, and work in conjunction with the Building Department in the issuance of permits.
  • Coordinate with other agencies as necessary, such as Metro COG, CT-DOT, CT-DEEP, and local utility providers.
  • Investigate and provide solutions to service requests regarding road and drainage concerns identified to the department by residents and Town officials .
  • Provide input to the Director of Public Works in preparing the annual budget submission for the Department.
  • Must attend various night meetings as required.

EDUCATION/SKILLS/EXPERIENCE:

  • Bachelor’s degree in Civil Engineering from an accredited college or university.
  • At least five years of progressively responsible engineering design experience and construction, including municipal or similar projects.
  • Professional Engineer’s Certificate from the State of Connecticut.
  • A minimum of five years’ experience in a supervisory position.
  • Must be able to meet deadlines, prioritize work projects.
  • Must be able to think critically, analyze, and use ingenuity to respond to unique and complex situations and provide solutions.
  • Must be able to work both in the field and in an office setting subject to regular interruption.
  • Must be able to provide superior customer service and interact with a wide diversity of individuals.
  • Strong computer skills, including, storm water modeling, GIS, Windows Office suite programs; ability to learn new programs as needed.
  • Strong ability to prepare written documents and reports; strong communication skills in general (both verbal and written); successful experience in delivering professional public presentations.
  • Must maintain a valid Connecticut Motor Vehicle Operator’s License.
  • Familiar with general procedures and functions of land use regulatory and permitting process.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, sit, bend, occasionally drive a vehicle, use hand to finger coordination, handle or feel objects, and reach with hands and arms. Must have ability to occasionally traverse difficult, rocky, steep or swampy terrain and to work outdoors in inclement weather as required for site inspections. Ability to work under stress from demanding deadlines and changing priorities and conditions. Able to attend and participate in numerous extended evening meetings throughout the year. The employee must be able to lift and/or moves up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus, read maps, documents.

Job Type: Full-time

Pay: $87,574.00 - $115,817.00 per year
