The City is recruiting for a Codes Enforcement Officer. This position works to ensure compliance with applicable codes and ordinances of the City. Daily responsibilities include investigating complaints, writing violation notices, and performing follow-up inspections. The position involves frequent internal and external contacts that require considerable public relations skills in handling and may involve non-routine problems that require in-depth discussion and/or persuasion in order to gain concurrence or resolve problems. Interaction is direct with customers, the public, other departments of the City, and other governmental agencies. The Codes Enforcement Officer is a career development position that includes a I, II, and III level to allow for continual advancement.
Position Responsibilities
Code Enforcement. Talks to residents, property owners, and business owners, both in person and over the telephone, receiving complaints and answering questions. Observes violations of City codes and ordinances, conducts inspections, and notes conditions. Identifies property owners, generates and sends written notices of violations, and establishes target dates for correction.
Court Activities. Prepares case files and records for Municipal Court action in the event of deficiencies going uncorrected. Works directly with the prosecuting attorney to establish adequate evidence for conviction. Appears before the court and testifies as to the facts of the case.
Office Duties. Performs general office duties including filing, answering phones, assisting citizens at the public counter and other related duties. Communicates with the public and City staff using e-mails, cell phones, office phones, and other communications media.
Records Management. Maintains related files and prepares reports as required for the Codes Administration Division.
Equipment. Inspects and maintains City vehicle equipment and radios to insure proper operating condition.
Policies and Procedures. Assists in the development of ordinances, procedures and policies for codes enforcement activities in the City. Reads, understands and adheres to City and departmental orders, bulletins, directives, memorandums and policies.
Emergency Operations. Responds for snow removal and other emergency operations during off-duty times and during regular work hours when necessary to mitigate the emergency.
Secondary Responsibilities. Residential building inspections, issuance of building permits, and training.
Minimum Qualifications
Minimum requirements for an entry-level Codes Enforcement Officer:

  • High school diploma or the equivalent
  • Four years experience in code enforcement, or related field
  • Associates or Bachelor's degree from an accredited college or university in a related field can be substituted for years of experience.

The hiring range for an entry-level Codes Enforcement Officer begins at $23.25 per hour (DOQ).
Minimum requirements for a senior-level Codes Enforcement Officer:

  • High school diploma or the equivalent
  • Six to eight years experience in code enforcement, or related field
  • Associates or Bachelor's degree from an accredited college or university in a related field can be substituted for years of experience.

Preference given to those with the following certifications. If candidate's do not have these certifications, they will be required within one year of employment.

  • KACE (Kansas Association of Code Enforcement) Certification for Level I and Level II, or certifications by AACE (American Association of Code Enforcement)
  • ICC Property Maintenance and Housing Inspector certification

The hiring range for a senior-level Code Enforcement Officer begins at $27.00 per hour (DOQ).
Any combination of education and experience that provides the knowledge, skills and abilities to successfully perform the responsibilities identified in this job posting may also be considered.
Work Schedule
This position generally works eight hour days, Monday through Friday (excluding holidays). This position may be required to respond and participate in snow removal and ice control operations during off-duty times when necessary to mitigate the emergency. Emergency response shifts begin upon call-in and can occur anytime, day or night, seven days per week INCLUDING HOLIDAYS. Typical emergency shifts are twelve hours on and a minimum of eight hours off between shifts.
