Brief Summary of Job Duties
Reporting to the Field Operations Lieutenant, the Communications Professional Staff Supervisor is a member of the department's supervisory team. Directs and supervises subordinate staff, including assigning and delegating projects. Schedules employees to ensure proper staffing levels are maintained. Performance monitoring includes evaluating work performance and implementing oral corrective action for performance or conduct issues. Supervises unit operations to ensure compliance with departmental or organizational policies, procedures, and defined internal controls. Trains subordinate dispatchers in the use and operation of various complex communications equipment including radios, telephones, and computer-aided dispatch consoles. Ensures accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental standards and procedures. Troubleshoots, diagnoses, repairs, and maintenance needed for communication equipment and makes necessary recommendations for correction. Interface with appropriate shift supervisory personnel from each external agency, internal division, and campus partner served by the Communications Center to assure the quality of service and to deal with current operational problems.
Shift work schedule includes mandatory overtime, nights, weekends, and holidays on short notice. Reports to work at any hour of day or night as required for disaster or another emergency including technical issues. Engages in frequent interpersonal interactions that are stressful or sensitive. Performs the full range of Public Safety Dispatcher call-taking and dispatching functions as needed.
Required Qualifications
- POST Dispatcher Certificate
- Bachelor's Degree in a related area and/or equivalent experience/training
- 4-6 years experience performing the duties of a Police Dispatcher or higher-level position in a Police Dispatch Center.
- 1-3 years of working knowledge of Computer Aided Dispatch System (CAD).
- 1-3 years experience with E911 Systems, and phones, including Telecommunication Devices for the Deaf (TDD).
- 1-3 years of detailed current (within the last 2 years) knowledge of relevant federal and state systems, and departmental laws, rules, guidelines, practices, and terminology regarding police dispatching.
- 1-3 years experience documenting information and maintaining records.
- Basic knowledge of the English language, math, and other analytical skills as evidenced by possession of a high school degree, GED, or equivalent.
- Manage and accomplish multiple priorities and responsibilities with a high level of accuracy.
- Successfully supervise, motivate, correct, train, and evaluate assigned staff.
Preferred Qualifications
- 1-3 years experience as a Public Safety Dispatch Supervisor.

- Must maintain valid CA DL, a clean DMV record and enrollment in DMV Pull-Notice Program
- Successful completion of the POST Dispatcher test

Job Functions/Percentage of Time/Duties
Supervisor Duties 50%
Directly supervise, train, assign, and evaluate a team of dispatch personnel who handle emergency and non-emergency calls, dispatch required units, and operate computer-aided dispatch equipment in a 24/7 environment. Review and approve requests for overtime, time off, and shift trades for dispatch staff. Review and approve employee timesheets. Provide training and information to staff about procedural changes, and current legal and operations information affecting services. Troubleshoot, repair, and maintain communication equipment and make recommendations for correction. Evaluate shift operations through observation of dispatchers and recommend improvements or modifications to work practices and employee performance to the Field Operations Lieutenant. Conduct employee evaluations. Investigate and resolve personnel complaints or problems at the lowest level. Identify issues and take progressive and/or appropriate corrective action, including verbal counseling and verbal warnings. Discuss the need for further corrective action with the Field Operations Lieutenant. Participate in department policy development, planning, safety, and risk management. Review Police/Fire/EMS calls for compliance with protocol, policy, and procedures. Participate in the recruiting and hiring process for new unit employees.
Dispatch Duties 30%
Perform the functions of a Public Safety Dispatcher as needed and/or directed to maintain proficiency. Provide public safety dispatching for emergency and non-emergency calls; use a computer-aided dispatch system; multiple video display terminals; computerized radio console and all related equipment; operate in manual mode without the use of the CAD system on occasion; operate as a communications liaison to Incident Commander. Answer telephone lines and handle E9-1-1 calls. Use Telecommunications Device for the Deaf (TDD) equipment. Evaluate the information provided and create a CAD incident. Inquire, enter, update, modify, interpret and relay information obtained from the California Law Enforcement Telecommunication System (CLETS) to authorized personnel and maintain the required logs. Process and prioritize all incoming calls. Handle multiple and simultaneous requests/calls/during critical and noncritical incidents while maintaining emotional self-control and confidentiality, and utilizing discretion and tact. Identify and transfer E9- 1-1 calls for properties owned or leased by the Regents to the proper fire/police department. Read maps and apply geographical knowledge of the campus. Respond to and analyze various complex police alarm/monitoring systems.
Record Logs and Maintenance 15%
Maintain and review logs, recordings, databases, and other communications records. Ensure all records, including confidential items and electronic data, are securely handled, stored, accessed, and released only in compliance with applicable law and policy. Provide related department-wide training as needed. Complete a variety of reports and correspondence relating to dispatch activities in a timely manner, such as investigations, inquiries, or preparation of documents for court including CAD reports, audio logs, etc. When necessary, assist subordinates in the collection and compilation of crime statistics for monthly reports as required. Compile and analyze statistics for departmental, campus reports, or other purposes as assigned.
Miscellaneous Duties 5%
In case of emergency or other necessity, transfer and set up the Dispatch Operations backup center, and shut down dispatch at the primary location. Coordinate major incidents to ensure that proper notifications are made; assist call handling if necessary and coordinate with Incident Command. During special events or emergencies be responsible for working to support the mission of the police department. Perform other duties as assigned.
