This position will manage the Accounts Payable and Central Warehouse Stores areas in the Procurement Office of Finance and Property Services Department. This position will manage and supervise city-wide accounts payable activities, including transactions made for goods and services provided to the City, and is responsible for developing and ensuring appropriate controls, and policy and procedures to perform these functions.
Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
- Responsible for managing work groups within the procurement division, including managing central stores, and accounts payable functions.
- Monitor payables status using reports generated from the financial system and initiate action to achieve performance metrics
- Ensure that state sales and use tax payments are appropriately handled; ensure that accounting for all vendor payments are accurately completed according to GASB standards and requirements.
- Facilitate daily payables activities by coordinating internal and external resources to respond to any system problems.
- Manage supervisor /payables staff of both Payable and Stores units to ensure business objectives are achieved. Provide technical support and guidance for staff.
- Ensure proper segregation of duties that limit the exposure of fraudulent activities.
- Stay current on laws and regulations relating to payables processing, 1099 and 1096 reporting, and sales and use tax payments by using industry journals and networking.
- Manage vendor payment related communications.
- Manage payable functions, including training, supervising, assigning tasks, guidance and follow up, and performance appraisals.
- Conduct training sessions for City department staff in payable procedures and compliance.
- Conduct meetings with the customer department staff, providing guidance regarding procurement procedures.
- For Central Stores, support in evaluating the upcoming needs of departments and making sure Stores can meet the needs in a timely manner.
- Analyze purchases made by Stores for City departments and identify process improvements for better use of City resources.
- Represent the city when communicating with vendors on payable matters.
- Perform related duties as required.
- Resolve complaints from users, vendors, and the public.
- Provide input for the maintenance of vendor data.
- Respond to Data Practices Inquiries related to payments.
- Prepare regular reports to analyze performance within assigned groups.
- Identify and participate in vendor engagement activities as required.
- Other duties as assigned.
