SUMMARY OF DUTIES:

The Mechanical Superintendent has responsibility and oversight for the activities associated with the car shop and the locomotive shop, repair-in-place tracks, and Service & Inspection of terminals located at Philadelphia, Harrisburg and Pittsburg within the NED and will report directly to the Mechanical Superintendent II of NY. Specifically, the Mechanical Superintendent I will have direct oversight for all safety aspects for Philadelphia, Harrisburg and Pittsburg and manages any know deficiencies for corrective actions. This position will also assume the day-to-day status briefings for all NED Operations.


ESSENTIAL FUNCTIONS:

  • Coordinates inspection and mechanical service activities with internal constituencies such as Transportation Operations, Rolling Stock Engineering, local commuter, regional commuter, and state supported organizations as appropriate.
  • Directs the strict implementation of maintenance alerts, FRA and FDA regulatory requirements, supplier maintenance instructions and SMPs.
  • Provides input to construction project teams building the new facility in PHL for ICT and Acela.
  • Implements inspection and servicing process improvements as appropriate to support geographically temporarily extended areas.
  • Develops and implements inspection of mechanical service-related local safety plans and programs.
  • Leads shops in STOPP initiative an implementation.
  • Leads shops with Voices Campaign initiative an implementation.
  • Assists and participates with cross-functional teams, including process focus teams, to ensure proper management and control of inspection and mechanical service project schedules, financials, and resources.
  • Assists and participates in the implementation of goals and objectives required to safely and efficiently complete inspection and mechanical service programs and projects within scope, schedule, and budget.
  • Monitors the status of materials procurement and ensures proper materials installation.
  • Monitors productivity to ensure efficient resource utilization and makes adjustments and procedural changes as required.


MINIMUM QUALIFICATIONS:

  • Demonstrated leadership experience.
  • Bachelor’s Degree in Engineering or in a related field or the equivalent combination of education and training/experience.
  • Demonstrated knowledge of railway and rail transit rolling stock to include extensive servicing, repair and maintenance program experience.
  • Demonstrated experience communicating orally and in writing within the corporation and externally.
  • Outstanding record of Safety Program implementation and sustainability
  • Experience in project and inventory management; technical supervision; planning, organizing, and scheduling for procedural and operational methods.
  • Experience in budget and financial control; contract management.
  • Some process management experience.
  • Solid leadership and decision-making skills.
  • Solid organizational and problem-solving skills.
  • Proficient oral and written communication skills in combination to administer effective presentations.
  • Some knowledge of hospitality or travel industry operations.
  • Some knowledge of railway engineering regulatory requirements (IE: AAR, AREMA, FTA, FDA, and FRA).
  • Ability to recognize opportunities for change designed to address chronic issues and concerns.
  • PC skills including word processing, spreadsheets, and presentation software. Work Management System (WMS) and Tableau.
  • Ability to travel 25%


PREFERRED QUALIFICATIONS:

  • 9-12 years of relevant experience preferred
  • Bachelors Degree in Engineering or in a related field.
  • Demonstrated knowledge of domestic railway engineering regulatory requirements.
  • Demonstrated background managing passenger service business lines.


WORK ENVIRONMENT:

Physical Demands:

  • Constantly or frequently uses a computer keyboard, monitor and mouse to perform a variety of tasks.
  • Constantly or frequently sits, stands, walks, and may lift, carry, push, or pull objects of various weights; may reach, kneel, crouch, bend, or twist in order to perform administrative tasks (e.g., filing, retrieving materials from desks and bookcases, moving around an office setting).
  • Will be in the field subject to walking on uneven surfaces, climbing over obstacles, and working in tunnels and restricted spaces during the course of investigations.
  • Will be in the field working around maintenance facilities and rail yards during the course of investigations and remediation implementation.
  • Will be working around, under, and in various types of passenger cars and locomotives.

  • Constantly communicates, comprehends, and responds to verbal statements and instructions, both orally and in writing.
  • Frequently acquires new knowledge, skills, and tasks, both complex and simple, in order to maintain effectiveness in position.

  • Conducts in person and/or remote meeting dialogues as appropriate in order to manage and conduct the flow of work.

Working Conditions:

  • Constantly works long hours as required; works extended hours and is required to be on-call and available on an emergency basis.
  • Constantly works in a fast-paced, time sensitive environment with frequently changing priorities.
  • Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information/data.
  • Frequently works inside a climate-controlled environment but will occasionally work outdoors and be subject to adverse weather conditions and fumes or airborne particles.
  • Frequently handles multiple projects simultaneously.
  • Frequently or occasionally subject to travel throughout and outside the region as required (e.g., via airplane, train, automobile).

Travel is estimated at 10% or less.


COMMUNICATIONS AND INTERPERSONAL SKILLS:

  • Must have excellent oral and written communication skills.


The salary/hourly range is $130,730 - $169,420. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
